STAFF REPORT <br />1 <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Eric Seaburg, City Engineer <br />Steve Anderson, Parks and Recreation Director <br />DATE:July 23, 2025 <br />RE:Authorize Geotechnical Investigation at Future Community Building Site <br />ACTION TO BE CONSIDERED: <br />Motion to authorize geotechnical investigation at the future community building site in the amount of <br />$8,000. <br />BACKGROUND: <br />City staff is in the early planning stages for a potential Community Building Project targeted for <br />2027. The proposed location resides on City-owned land situated between the Public Works facility <br />and Pioneer Park. <br />To support early site design and feasibility assessments, staff recommends conducting an initial <br />geotechnical evaluation consisting of: <br />Two Soil Borings: These tests will help identify soil composition, depth to bedrock, <br />groundwater levels, and any potential contamination. The findings will inform key decisions <br />related to foundation design, site preparation, and construction methodology. <br />Phase I Environmental Site Assessment (ESA): A non-intrusive environmental review, <br />including historical records, regulatory databases, and site reconnaissance to assess the <br />potential for contamination or recognized environmental conditions (RECs). <br />This investigation is essential for both preliminary and final site design efforts scheduled for 2026. <br />Early geotechnical data helps mitigate the risk of unforeseen soil conditions that could lead to <br />expensive construction changes. The Phase I ESA is especially critical, given that contaminated soils <br />were previously found and remediated at the adjacent Public Works site. Early detection of similar <br />issues at the new site would allow time to pursue brownfield remediation grants to offset potential <br />clean-up costs. <br />Depending on the results of the soil borings and Phase I ESA, additional geotechnical work may be <br />necessary at a later date. <br />STRATEGIC ALIGNMENT: <br />This initiative directly supports Priority #3 from the City Council's 2025 Strategic Planning goals for <br />Year 1 (2025–2026).
