2 <br />SOURCE OF FUNDS: <br />While no Capital Improvement Program (CIP) funding is available for this work in 2025, staff <br />recommends funding through Capital Fund 400. There were unspent funds from the 2024 CIP for <br />Parks-82, which allocated $75,000 for preliminary site development activities related to the <br />Community Building project. <br />Staff is currently pursuing a Site Assessment Grant through Ramsey County. In partnership with <br />Minnesota Brownfields, this grant offers financial assistance to help offset the cost of environmental <br />assessment for affordable housing, commercial and mixed-use development projects, including youth, <br />family, homeless supportive and community services, to improve indoor air quality and/or remove, <br />prevent, or reduce blight, blighting factors or the causes of blight. Site Assessment Grants support <br />projects in the early stages of development where site assessment and investigation is needed. <br />Applications are accepted on a rolling basis, year-round. Projects may apply for a maximum of <br />$25,000 total in a 12-month span. Funds for this program are administered through Minnesota <br />Brownfields. Staff will be applying soon and hope to have award intentions in the near future. Site <br />work will be completed before Fall of 2025. <br />STAFF RECOMMENDATIONS: <br />Motion to authorize geotechnical investigation at the future community building site in the amount of <br />$8,000.
