915.060 Driveways and Private Internal Access Roads
A. Access & Curb Cuts
1. All lots shall have direct adequate physical access for emergency vehicles along the
frontage of the lot from either an existing dedicated public roadway, or a private roadway
or access drive.
2. The number, location and width of private access drives or roads onto public roads may be
controlled and limited by the City Council in the interests of public safety and efficient
traffic flow.
3. The minimum separation between driveways shall be:
a. For private driveways along a public street: two (2) times the required side yard
setback for a driveway in the applicable zoning district, unless a greater separation
distance is deemed necessary by the City Engineer in the interest of public safety or
access management.
b. For U-shaped driveways along any street: minimum thirty (30) feet between the inside
edges of the driveway surface, unless additional spacing is required for turning radius
or vehicle maneuvering, as determined by the City Engineer.
4. The minimum distance between the point that any private driveway meets a public street,
and the nearest intersection of two public street curb lines shall be thirty (30) feet.
5. The maximum width for any portion of a driveway at the property line shall be twenty-four
(24) feet for a driveway that serves a detached house; a commercial, industrial or
institutional driveway may be twenty-eight (28) feet if two lanes and thirty-six (36) feet if
three lanes. The City Engineer may allow adjustments to the driveway intersection corner
radius if needed to accommodate large trucks.
B. Location
1. Setbacks
a. Refer to Chapters 904–907 for standard setback requirements by zoning district.
b. Shared driveways with zero (0) foot setbacks between side or rear lot lines, serving
two or more uses on separate properties, are permitted provided that the property
owners record a joint access and maintenance agreement with the county recorder’s
office.
2. Width and Size
a. Dwelling, Single-Family.
The total area within the front yard setback area of a lot improved as a driveway shall
not exceed forty (40) percent of the front yard setback area.
b. Dwelling, Two- or three-family.
The total area within the front yard setback area of a lot improved as a driveway shall
not exceed fifty (50) percent of the front yard setback area.
c. Administrative Deviations
The Zoning Administrator may administratively approve deviations of up to ten (10)
percentage points above the maximum standards in subsections (a) and (b) if necessary
to provide safe and functional access due to unique lot configuration, topographic
conditions, or other site constraints.
Commented [BH1]: Whole code but especially this section has
been reviewed with City Engineer and DPW.
