D. Reductions to Minimum Requirements <br />1. Reductions Permitted <br />An applicant may request a reduction to the minimum off-street parking requirements <br />established in this section during the Site Plan Review process. Approval of the reduction <br />shall be at the discretion of the authority responsible for approving the associated site plan, <br />based on evidence submitted by the applicant demonstrating that the reduced parking supply <br />will adequately serve the proposed use(s). <br />2. Submittal Requirements <br />Applicants requesting a parking reduction must submit one or more of the following, as <br />determined necessary by the City to evaluate the request: <br />a. Documented parking counts from comparable facilities, including information on use <br />type, size, location, and observed parking demand. <br />b. Parking generation estimates from the current edition of the Institute of Transportation <br />Engineers (ITE) Parking Generation Manual, with narrative and context. <br />c. A formal parking demand study prepared by a qualified professional with expertise in <br />traffic engineering or parking analysis. <br />E. Shared Parking <br />1. Shared off-street parking is allowed to provide parking for more than one land use subject to <br />the conditions established in this section. <br />2. The uses must have their highest peak demand for parking at substantially different times of <br />the day or week, or an adequate amount of parking shall be available for all uses during <br />shared hours of peak demand. A parking plan shall address the hours, size and mode of <br />operation of the respective uses. <br />3. The minimum spaces required under a shared parking plan shall be based on the following: <br />a. For uses with peak parking demand occurring at substantially different times of <br />day or week, the minimum shall be equal to the number of spaces required by <br />the use with the highest individual requirement; and <br />b. For uses with overlapping peak demand periods, the minimum shall be one and one-half <br />(1.5) times the number of spaces required by the use with the highest individual <br />requirement. <br />c. Shared parking facilities may apply for reductions to these minimum requirements <br />pursuant to the process in 915.170.D <br />4. Shared parking facilities shall be protected by a covenant running with the land and recorded <br />with the County in a form approved by the City Attorney. Such a covenant shall not be <br />revoked without consent of the City. A certified copy of the recorded document shall be <br />provided to the Community Development Department prior to the use of the shared parking <br />arrangement. The applicant is responsible for recording with the County and all recording <br />fees. <br />F.
