1. Eligibility and Review <br />Off-site parking may be approved through the Site Plan Review process. Proposals that do <br />not meet one or more of the requirements of this section shall require a Conditional Use <br />Permit. All standards listed below shall be applied as conditions of approval for any off-site <br />parking arrangement. <br />2. Compliance <br />Off-site parking shall comply with all applicable design, surfacing, lighting, drainage, and <br />maintenance requirements of this Section. <br />3. Access <br />Safe and reasonable pedestrian access shall be provided between the off-site parking area and <br />the use it serves. <br />4. Control of Property <br />The off-site parking area must be: <br />a. Under the same ownership as the principal use; or <br />b. Secured through a long-term lease or other legally binding agreement. <br />The City may require proof of ownership or such agreement as part of the application. <br />5. Maximum Distance <br />The parcel containing the off-site parking shall be located no more than: <br />a. 200 feet from the parcel containing the principal use, for nonresidential uses; <br />b. 100 feet from the parcel containing the dwelling units served, for multifamily residential <br />uses. <br />6. Ongoing Responsibility <br />Any use that relies on off-site parking to meet minimum parking requirements must maintain <br />ownership, lease, or legal control of the off-site facility unless or until: <br />a. Sufficient on-site parking is provided; or <br />b. An alternative off-site parking facility closer to the principal use is secured and approved. <br />G. Parking Area Use <br /> Required parking spaces and the circulation aisles providing access to them shall not be used for the <br />following: <br />1. Storage of any kind within required parking spaces or circulation aisles, including storage of <br />unlicensed or inoperable motor vehicles, boats, recreational vehicles, or similar items, except <br />as expressly permitted under Section 915.120; <br />2. Display, sales, rental, or repair of motor vehicles; <br />3. Permanent display of goods for sale; temporary or seasonal display and sale of goods may be <br />allowed pursuant to Chapter 912. <br />4. Loading or unloading of vehicles, except as permitted in accordance with Section 915.160 <br />(Loading Requirements). <br />H. Design Requirements
