MINUTES <br />CITY COUNCIL <br />AUGUST 13, 2025 <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />REAPPOINTMENT OF ALEXIS LUM AS YOUTH PLANNING COMMISSIONER <br />The Assistant City Administrator/Community Relations Manager explained that tonight the Council is <br />asked to consider the reappointment of Alexis Lum as the Youth Planning Commissioner. She <br />provided additional background information on youth commission members, which began with a <br />strategic planning decision in 2019. She provided additional background information on Ms. Lum, <br />who would be serving her third and final term if the Council approves the action. <br />Gutierrez introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2 025-8-123 — REAPPOINTING ALEXIS L UM TO THE PLANNING <br />COMMISSION FOR A ONE-YEAR TERM FROMA UGUST 13,2025., TO DULY 313,2026 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPOINTMENT OF ANNIKA WATRUD AS YOUTH PARKS AND RECREATION <br />COMMISSIONER <br />The Assistant City Administrator/Community Relations Manager stated that the previous youth <br />commissioner recently graduated and, therefore, was unable to continue serving, and staff advertised <br />for the vacancy. Two applicants were received and interviewed, and staff recommends that Annika <br />Watrud be appointed to the vacancy, providing additional background information on Ms. Watrud. <br />Miller introduced the following resolution and moved its adoption: <br />F,F F <br />V 111ATZ 10 A 7 A Y I A- M 610 h IF 6 F., I 11111y A <br />NM <br />2 02 5, TO JUL Y 31, 2026 <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />LITTLE CANADA RIGHT-OF-WAY PLATS NO. I AND NO. 2 <br />The City Engineer explained that the Council is asked to consider the right-of-way plats one and two <br />for the upcoming road project. He provided additional background information, noting that this is in <br />preparation for purchasing easements from property owners within the project. He stated that approval <br />of the plat does not convey land rights to the City; it just establishes the areas the City is looking to <br />purchase at a later date. Mayor Fischer recognized that this is another step in the process. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-8-125 — APPROVING LITTLE CANADA RIGHT -OF -WA Y <br />PLA T NO. I AND RIGHT -OF- WA Y PLA T NO. 2 <br />NA <br />
