MINUTES <br />CITY COUNCIL <br />AUGUST 13, 2025 <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />DECERTIFICATION OF TIF DISTRICT 7-2 <br />The Community Development Director explained that this is a procedural process to decertify TIF <br />once it reaches its useful life. He stated that this district was paid out fully by 2023, and the City's <br />obligation to keep the district open has ended. He stated that there are pooled funds of about $43,000, <br />although $4,000 would need to be used for administrative purposes. He recommended decertifying the <br />district but leaving the pooled funds for the remaining year. He stated that if there is no use, the pooled <br />funds would be returned to the County, and the City would then receive its share. <br />Mayor Fischer asked what a typical cost would be that would qualify for the pooled funds. The <br />Community Development Director commented that it would need to be focused on that <br />project/property and explained the process that would be followed. <br />Mayor Fischer asked if the funds would need to be expended within one year or whether a plan for the <br />funds would need to be developed within that one year. The Community Development Director <br />believed the term to be one year but stated that he would verify that. <br />Malone commented that the TIF district was established in 2018 and asked for some background <br />information. <br />The Community Development Director provided additional details on the project that qualified for <br />TIF, which was fulfilled in 2023. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-8-126 — DECERTIFYING TIF DISTRICT 7-2 AND <br />A UTHORIZING STAFF TO CLOSE-OUT OF THE DISTRICT <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />COUNCIL REPORTS AND MEETING UPDATES <br />Malone advised of a contact that she met through the League of Minnesota Cities Convention at <br />Downtown Moorhead Inc., and a follow-up call they had, which included City staff from both cities. <br />Miller thanked the volunteers and attendees of both Canadian Days and Night to Unite. He stated that <br />the Cable Commission did not hold a meeting but provided an update on the budgeting process for that <br />organization. <br />Gutierrez provided an update on the most recent meeting of the Fire Relief Association. <br />Kwapick commented on the Iee Cream Social, which kicked off Canadian Days, and thanked all of the <br />city staff who helped to make that possible. He stated that they collected 164 pounds of food at that <br />event, and he is still waiting for the totals on the final amount of food collected throughout the <br />3 <br />
