MINUTES <br />CITY COUNCIL <br />AUGUST 27, 2025 <br />CONSIDER FRONT AND REAR YARD SETBACK VARIANCES AT 2975 ARCADE <br />STREET <br />The Community Development Director presented two variance requests for the property located at <br />2975 Arcade Street. He noted that the construction of the home predates the city's zoning code and <br />has legal nonconforming front and rear setbacks. The house was dilapidated and had recently been a <br />problem property. Mr. Franta purchased the property through auction, and the existing home was <br />demolished as it was found to be unhabitable. The applicant seeks to maintain the existing foundation <br />to build a new home. He provided additional information on the proposal and request. He stated that <br />the neighbor directly to the south submitted a public comment in favor of the request, and the Planning <br />Commission unanimously recommended approval of both variances. He provided more information <br />on the requested variances and related staff findings and recommended approval of the variances as <br />presented. <br />Scott Franta stated that he purchased the property last year, sight unseen, and planned to rehabilitate <br />the property with his father. He stated that his father had unexpectedly passed away, and that changed <br />his plans. He commented that they would like to rebuild the home on the existing foundation. He <br />commented that he grew up in Roseville and his mother was raised in Little Canada, so they chose this <br />location to be close to family. <br />Miller asked if the existing foundation would be used. Mr. Franta commented that they have been <br />working with the city inspector to gain additional knowledge on what could be done to reinforce the <br />existing foundation. He noted that the rear and front of the foundation are stronger due to additions <br />that were constructed on the previous home in the 1980s. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />There were no comments from the public. Upon motion by Kwapick, seconded by Miller, the public <br />hearing was closed. Ayes (4). Nays (0). Motion adopted. <br />Kwapick commented that this makes sense, especially with the large healthy trees in the front yard. <br />He noted that a member of the Planning Commission lives in this area, and therefore, if there were <br />issues with the neighbors, he believed she would have spoken up at the meeting. <br />Mayor Fischer commented that he is typically concerned with precedent related to variances, but this is <br />clearly a unique property situation. He stated that he passes by this property quite a bit, and it is a <br />beautiful property with a large front yard. He agreed that tree preservation is a big reason to support <br />the variance. <br />Miller noted that the foundation is already in existence, and the original home was constructed prior to <br />the zoning code. He stated that it makes sense to reuse the foundation, especially because the existing <br />garage is going to be maintained as well. He recognized that the property to the rear could eventually <br />be developed, and the house could be close to others. <br />Miller introduced the following resolution and moved its adoption: <br />4 <br />
