CITY COUNCIL
AUGUST 27, 2025
Miller referenced the temporary easements and agreed that they will be compensating for that
disruption as well. He stated that a lot of thought has gone into this to minimize the impacts to the
extent possible.
Gutierrez stated that this process has taken several years to understand how they can make the best
project with the smallest impact on residents on that street.
Mayor Fischer stated that about one year ago, they changed the design of the project based on the
feedback received from the original preliminary design. He thanked staff for their work to create the
new project design and the residents for sharing their input.
Mayor Fischer introduced the following resolution and moved its adoption:
ULM"/' / ' ' ' /'
The foregoing resolution was duly seconded by Kwapick.
Ayes (4). Nays (0). Resolution declared adopted.
AMEND PROFESSIONAL SERVICES CONTRACT WITH BOLTON & MENK
The Public Works Director stated that there has been a lot of work to get to this point on the project,
noting that the original contract with Bolton & Menk began in 2024. He stated there were changes in
scope and design, as well as another project that was added. He explained that all of those changes
result in an extra cost for continued services, including the right-of-way and easement acquisition. He
commented that these funds have been budgeted for and noted that Ramsey County and MnDOT will
also contribute per the agreed -upon cost -share agreement.
Mayor Fischer recognized that the redesign has associated costs, and this is one of them. He reiterated
that these numbers have been built into the budget and are a result of the changes that were made
throughout the design process.
Kwapick introduced the following resolution and moved its adoption:
RESOL UTION NO. 2025-8-132 — A UTHORIZING THE CONTRA CT AMENDMENT FOR
PROFESSIONAL SERVICES WITH BOLTON & MENK FOR THE 2026 LITTLE
CANADA ROAD IMPROVEMENTS PROJECT
The foregoing resolution was duly seconded by Gutierrez.
Ayes (4). Nays (0).
