STAFF REPORT
1

TO: Mayor Fischer and Members of the City Council

FROM: Eric Seaburg, P.E., City Engineer

DATE: August 13, 2025

RE: Approval of Little Canada Right-of-Way Plats No. 1 and No. 2

ACTION TO BE CONSIDERED:
Motion to approve Little Canada Right-of-Way Plat No. 1 and Little Canada Right-of-Way Plat No.
2.

BACKGROUND:
The upcoming Little Canada Road Improvement Project will require the acquisition of several
permanent and temporary easements from adjacent property owners. The easement needs were
defined at the 60% project development milestone earlier this summer. Since then, the impacted
property owners have been notified, and staff continue to coordinate with them directly. Due to the
number of easements, project staff in coordination with Ramsey County have opted to prepare and
record highway plats to memorialize the defined easement areas. Defining and platting the necessary
easements is an effective and simplistic approach given the complexities that would be introduced if
individual legal descriptions were written for each easement.

Approval of these plats does not convey land rights to the City. The plats only establish survey-
accurate boundaries, with defined names, for reference in future legal documents.

SOURCE OF FUNDS:
No source of funding is required for this action.

STAFF RECOMMENDATIONS:
Staff recommends that the City Council pass the resolution approving Little Canada Right-of-Way
Plat No. 1 and Right-of-Way Plat No. 2.
