STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Laura Linehan, Assistant City Administrator <br />Steve Anderson, Parks and Recreation Director <br />DATE:August 13, 2025 <br />RE:Parks and Recreation Youth Commissioner Appointment <br />ACTION REQUESTED <br />A motion to appoint Annika Watrud to the Parks & Recreation Commission for a 1-year term <br />from August 13, 2025, to July 31, 2026. <br />BACKGROUND <br />Enhancing Identity and Empowering Community was one of the four strategic directions <br />included back in the city’s 2019 Strategic Plan. One of the strategic initiatives related to this <br />direction was to increase community engagement by adding a youth member to the City <br />Commissions. Therefore, the City Code was amended to allow for a youth commissioner on both <br />the Parks & Recreation Commission and the Planning Commission. Ayanna Churcher was <br />appointed in 2022 and served as the youth commissioner for several terms. Ayanna recently <br />graduated, and therefore, staff marketed vacancy for the commission. <br />YOURH COMMISSIONER RECRUITMENT <br />Staff received two applications to fill the Parks Commission youth commissioner role. The Parks <br />& Recreation Director, Parks and Recreation Commission Chair, and the Assistant City <br />Administrator interviewed the two candidates and were impressed by both. <br />Staff is recommending that Annika Watrud be appointed to the Parks & Recreation Commission <br />as a youth commissioner. Ms. Watrud resides in Little Canada and is attending Roseville Area <br />High School. She had an impressive resume, is fluent in Mandarin Chinese, a talented soccer <br />play, and has related experience in the Parks & Recreation field. She is looking to get continue <br />giving back to her community in this new role. <br />The appointment is for a one-year term expiring July 31, 2026. A youth commissioner can serve <br />a maximum of three terms and are eligible if they are age 18 or under and enrolled in high <br />school. <br />STAFF RECOMMENDATION <br />Staff recommends a motion to appoint Annika Watrud to the Parks & Recreation Commission <br />for a 1-year term from August 13, 2025, to July 31, 2026.
