session with Hue Life on April 22 and April 23, 2022, to discuss accomplished items, future <br />direction, and new initiatives. With the seating of several new City Council members in 2022, an <br />update rather than undertaking a new strategic planning process was beneficial to ensure buy-in <br />and continuity of strategic direction. At the April strategic plan update meetings, council <br />members and staff participated in a session targeted at reviewing and re-envisioning the 2019 <br />Strategic Plan. The 2022 Strategic Plan update was presented at the workshop on July 13, <br />2022, and was formally adopted by the City Council on September 28, 2022. <br /> <br />2025 Strategic Plan <br />The 2019 five-year strategic plan expired at the end of 2024, with over 90.17% of items with <br />measurable completion, staff recommended completing a strategic planning session with the <br />city council and leadership team to develop another five-year strategic plan. On December 18, <br />2024, the City Council approved an agreement with Richard Fursman of HueLife to facilitate and <br />document retreat results. <br /> <br />The strategic planning retreat was held on February 28 and March 1. At that retreat, City <br />Council members, city leadership team, and planning and parks commission members <br />participated in a facilitated discussion led by HueLife. The discussion resulted in four strategic <br />directions to help achieve a practical vision for the community and identified clear steps the city <br />would take to achieve that vision. The 2025-2030 Strategic Plan was approved by the City <br />Council on May 14, 2025. <br /> <br />The four Strategic Directions for the 2025-2030 Strategic Plan are: <br /> <br />• Delivering Dynamic Spaces <br />• Creating Supportive Networks <br />• Empowering High Performance <br />• Providing Transparent Communication <br /> <br />These strategic directions have been utilized by city staff throughout the budgeting process to <br />inform their creation of this budget. The following new initiatives and priorities from the Strategic <br />Plan are included in the 2026 General Fund Preliminary Budget: <br /> <br />Delivering Dynamic Spaces <br /> <br />• Identify and apply for grants <br />• Develop wayfinding program <br />• Complete shovel ready plans for pedestrian bridge <br />• Update non-motorized trail and sidewalk plan <br />• Develop litter reduction initiative <br />• Update council on bonding authority and establish bond agency relationship <br />• Complete community gathering space site work <br /> <br />Creating Supportive Networks <br /> <br />• Develop intentional and authentic outreach plan to historically underrepresented <br />community members <br />• Develop a program to engage community members using smaller meetings at area <br />3
