EXPENDITURES The overall General Fund expenditure budget is proposed to increase 5.92%. A 3.20% market rate increase (COLA) has been included in the budget. This increase is based on a weighted average of the market rate increases from a survey of cities in Ramsey County (75%), and the CPI increase for the Minneapolis/St. Paul/Bloomington region from May 2024 through May 2025 (25%). Summary of changes to personnel services include: 1. COLA at 3.20% or $46,429.10 – General Fund portion 2. Paid Family Leave - $11,876.74 – Proposed 100% Covered by the City 3. Regrading of Parks Employee II from grade 5 to grade 6 - $2,235.02 4. One additional seasonal for the Parks Department and Holiday Overtime Pay for Seasonals - $10,045 5. Annual Step Increases - $33,625.14 All of the personnel changes align with the City Strategic Plan and are intended to empower city staff for high performance. The City continues to budget a $15,000 contingency for any unforeseen initiatives and expenditures. Commodities Commodities include operating supplies such as motor fuel, tires, sign materials, uniforms and apparel, repair and maintenance, and office supplies. The largest increase in commodities is budgeted for repairs and maintenance a $10,175 General Fund Levy increase. The increase is necessary due to anticipated increasing cost for contracted services and aging equipment. 9
