Contractual Services <br /> <br />Contractual services include those services that the City receives through a contract such as <br />police services, fire services, striping services, electric and gas utilities, etc. Contracts services <br />are proposed to increase by 5.80% or $212,231. <br /> <br />Changes in Contracted Services Increases Includes: <br /> <br /> It Services Contract, an increase of $6,061 <br /> Compensation Study, an increase of $18,000. This item has been budgeted to be <br />covered by available General Fund balance rather than being included in the levy. <br /> City Center Department, a decrease of $20,000. This was included in 2025 budget to <br />account for a part time staff or contracted services for managing cities capital projects <br />as they related to city owned facilities. <br /> Shade Tree department, a decrease of $20,000 <br />The Little Canada Fire Department is requesting a 9.17% increase or $44,235 in the fire <br />services contract for 2026. <br />The City contracts for police services with a contract through Ramsey County with six other <br />contracts cities. The City of Little Canada’s portion is increasing a net of 13.44% or $270,930 <br />when considering the net contract (expenditures less revenues). <br />When compared to the other contract cities, Little Canada will pay $222.85 per capita in 2026. <br />This was $196.44 per capita in 2025. <br /> - <br /> 50.00 <br /> 100.00 <br /> 150.00 <br /> 200.00 <br /> 250.00 <br />Arden Hills Little Canada North Oaks Shoreview Vadnais <br />Heights <br />White Bear <br />Township <br />198.69 <br />222.85 235.39 <br />151.18 <br />177.51 <br />141.58 <br />2026 Police Net Cost Per Capita <br /> <br /> <br />Due to the large difference in costs per capita, it is also proposed to continue to discuss changes <br />to the current funding formula with the contract cities, in order to be more equitable and <br />sustainable for all the contract cities. <br />SPECIAL REVENUE FUNDS <br /> <br />The City of Little Canada currently operates Special Revenue Funds for its Economic <br />Development Authority, Parks & Recreation, Cable TV, Recycling & Disposal and Local <br />Affordable Housing. There are no major changes when compared to the 2025 budget. Overall, <br />the 2026 revenues budget is a 9.47% increase from 2025 budget, primarily relating to an <br />increase in affordable housing aid of $121,934.
