intended to help metropolitan local governments develop and preserve affordable housing within <br />their jurisdictions to keep families from losing housing and to help those experiencing <br />homelessness find housing. Further, the cable tv fund estimates a decrease in franchise fee <br />revenues due to less residents using cable service and using other online streaming services. <br />The anticipated decrease is approximately $15,000. Expenditures budget decrease by 2.60% or <br />$23,470 primarily relating to decrease in hauler reimbursements in the Recycling & Disposal <br />Fund, these fluctuate with revenue changes. The 2026 budget for this fund was determined <br />based on 2024 actuals and projected 2025. <br />DEBT SERVICE FUNDS <br /> <br />The City of Little Canada holds a bond rating of AA+ from Standard & Poor’s. The City of Little <br />Canada currently has two outstanding bond issues ($1,905,000 outstanding as of 12/31/2025) <br />reflected in its Debt Service Funds. There are sufficient funds for these debt service payments <br />in 2026 and in the future without the use of levy dollars. <br />CAPITAL PROJECT FUNDS <br /> <br />The City of Little Canada has many Capital Project Funds, including the General Capital <br />Improvement Fund and the Infrastructure Capital Improvement Fund. Capital Project Funds are <br />utilized for capital expenditures. <br /> <br />The 2026-2035 Capital Improvement Plan (CIP) will be reviewed and adopted by the Council in <br />November. Highlights include: <br /> <br /> Spooner Park – Upper parking lot expansion and entrance sign <br /> Spooner Park – Upgrade bathrooms <br /> Spooner Park – Vegetation restoration <br /> Wayfinding Program – Signs <br /> Rink boards replacement <br /> Public works machinery and equipment: Toolcat, truck, street sweeper, forklift, <br />loader bucket, bobcat snow pusher, blower, wood chip box <br /> LC Rd 4-3 and Roundabout <br /> Street Projects: Country drive LC Rd to Owasso, County Road C <br /> Thunder bay park boardwalk <br /> Remodel fire station <br /> Command vehicle for fire department <br /> Storm Water Projects: Ponds cleanout, rain garden maintenance <br /> Sewer Projects: Lining Sanitary, County Road B lift station pumps, manhole repairs, <br />keller lift station controls upgrade <br /> Water Projects: Large water meter replacement, line repairs, generators, booster <br />station pump 2 <br /> <br /> <br />ENTERPRISE FUNDS <br /> <br />The City of Little Canada currently has three enterprise funds (Water Fund, Sewer Fund, and <br />Storm Water Fund).
