MINUT)'uS
CITY COUNCIL

AUGiIST 26, 2009
The City Planner reviewed his updated report dated August 20, 2009
explaining the recalculation of allowable signage based on revised
building dimensions. He noted that the Valvoline building is allowed 90
square feet of signage, which includes both wall and freestanding signage.
Valvoline has submitted a revised signage plan which meets the 90 square
foot maximum. The Planner also noted that when the Council approved
signage for CVS Pharmacy, they expressed the desire that the Valvoline
freestanding sign be upgraded to coordinate with the CVS pylon.
Valvoline's revised signage plan includes an upgrade of the pylon to a
monument-style base constructed of rock-faced concrete block
coordinating with their building materials.
Blesener asked how signage square footage is counted. 'The Planner
replied that the smallest rectangle that can be drawn around the signage is
used to calculate the square footage of the sign. He also noted that if the
colored banner on the building was entirely lit, that entire banner would be
considered signage. In this case just the lettering portion is lit, so only that
portion is counted toward the signage maximum.
Anwar Bhimani, Valvoline, appeared before the Council and indicated
that the signage upgrades will cost $45,000. He is hoping that with the
development of the CVS Pharmacy and the Valvoline signage upgrades,
the business will attract more customers. Bhimani reported that Valvoline
is upgrading signage for all its locations over the next few years. This
location was expedited given the CVS development.
"There was no one else present from the general public wishing to
comment on this matter.
Upon motion by Montour, seconded by Boss, the public hearing was
closed.
Mr. McGraw introduced the following resolution and moved its adoption:
RESOLUTION NO. 2009-8-198 -APPROVING THE CONDITIONAL
USE PERMIT FOR COMPREHENSIVE SIGN PLAN FOR
VAL VOLINE AT 2698 RICE STREET BASED ON THE AMENDED
SIGNAGE PLAN SUBMITTED BY VALVOLINE AND SUBJECT TO
COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY
PLANNER AS OUTLINED IN HIS REPORTS DATED AUGUST 6
AND 20, 2009
The foregoing resolution was duly seconded by Montour.
Ayes (5).
Nays (0). Resolution declared adopted.
3
