MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2025 <br />Miller commented that it is easy to get stuck on the levy percentage but recognized the desire to keep it <br />more balanced as to what will impact the taxpayer. He noted that this is a higher levy percentage but a <br />smaller amount that will go to taxpayers because of the increased tax capacity in the community. He <br />recognized that this is the maximum levy to accommodate for unknown costs that will still be <br />finalized. He appreciated the work of the Finance Director. <br />Gutierrez stated that they have excellent staff, and the Finance Director always does a great job, <br />working with the Council year-round on the budget. She noted that the Finance Director will also meet <br />with residents to address any questions that may arise. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-9-139 --APPROVING THE 2026-PRELIMINARYLEVYAT <br />$51499,154 (11.56% INCREASE) <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-9-141— TO USE THE WATER & SEWER CAPITAL <br />REPLACEMENT FUND 604 TO PAY FOR THE 2014A BONDS AND APPROVING THE <br />2026 BONDED DEBT TAX LEVY REDUCTIONS WHICH WILL RESULT IN ZERO <br />BONDED DEBT LEVY TAX FOR 2026 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Mayor Fischer recognized the work of the new City Administrator, who stepped into his role about <br />two-thirds of the way through the budgeting process and was able to get up to speed. <br />AWARD BID FOR CITY HALL LANDSCAPING PROJECT <br />The Public Works Director stated that they did landscaping in 2016 at the front entryway of City Hall, <br />but the remainder of the landscaping has not been updated since the 1990s. He stated that staff worked <br />with Bolton & Menk to update the landscaping and provided an overview of the proposed plan.
