MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2025 <br />the bid from Mickman Brothers as presented, noting that the funds have been budgeted for within the <br />2025 budget and the proposed project costs are under the budgeted amounts. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />' I [ e e <br />i , , e, <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Resolution declared adopted. <br />DECERTIFY TAX INCREMENT FINANCING DISTRICT 5-1 <br />The Finance Director commented that the request is to decertify the TIF District as it has reached the <br />statutory maximum duration. He explained how this action would increase the City's tax capacity and <br />provided information on the current obligations and receivables. <br />Miller introduced the following resolution and moved its adoption: <br />DISTRICT ,. 5-1 IN THE CITY OF LITTLE , , ,, AND , UTHORIZING STAFF <br />TO CLOSE OUT THE DISTRICT <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Resolution declared adopted. <br />RESOLUTION OF SUPPORT FOR SUBMISSION OF BONDING BILL REQUESTS TO <br />INNESOTA 2026 CAPITAL BUDGET <br />The City Engineer stated that they are looking forward to the 2026 legislative session, and bonding <br />requests are currently open. He stated that they have been working with the legislators and their staff <br />to identify the right project to submit, noting that they have .narrowed it down to the 3 5 pedestrian <br />bridge. He stated that the Little Canada community building has been identified as a potential second <br />project to submit, and they continue to work with legislative staff to identify the right fit for that <br />prof ect. <br />Malone asked if these funds would assist with the design of the bridge project. The City Engineer <br />replied that this would be a comprehensive request from design through construction. <br />Miller asked if submitting two projects could distract from the pedestrian bridge, as that would be the <br />main priority, but also recognizes that this could be another opportunity. The City Engineer confirmed <br />that they are working with the legislative staff to identify the best path forward. <br />Kwapick agreed that they should rely on the expertise of legislative staff and the project(s) they believe <br />would be likely to be included. <br />Kwapick introduced the following resolution and moved its adoption: <br />2 <br />
