MINUTES <br />CITE' COUNCIL <br />SEPTEMBER 10, 2025 <br />RESOLUTION NO. 2025-9-144 — A UTHORIZING SUBMISSION OF TWO LOCAL <br />GOVERNMENT CAPITAL REQUESTS TO THE 2026 CAPITAL BUDGET <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />GENERAL FUND TRANSFER TO CAPITAL IMPROVEMENT FUND <br />The Finance Director presented a request to transfer fund balance from the general fund to the general <br />capital improvement fund. He provided additional information on the finance policy and the <br />recommendation of the Office of the State Auditor. He noted that the transfer is essential to current <br />projects identified in the ten-year CIP and consistent with the City's finance policy. <br />Mayor Fischer referenced the Office of the State Auditor recommendation and recognized that the City <br />has a more conservative policy. He asked if the City should revisit that policy to more closely align <br />with the State recommendations. <br />The Finance Director commented that he could complete a historical analysis. He explained that the <br />additional funds assist in bridging the gap in the receipt of property tax dollars. He stated that these <br />dollars are a result of surplus revenue or decreased expenses and then are put to great use in the capital <br />improvement fund. <br />Mayor Fischer asked the Finance Director to revisit the policy discussion in a future workshop. The <br />Finance Director agreed. He noted that a change in the policy would not decrease the levy but would <br />make these funds available sooner for the related capital improvement fund. <br />Gutierrez introduced the following resolution and moved its adoption: <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Resolution declared adopted. <br />COUNCIL REPORTS AND MEETING UPDATES <br />Kwapick noted an upcoming quarterly meeting of the Ramsey County League of Local Government <br />and reviewed the meeting agenda. <br />Gutierrez provided an update on the most recent meeting of the Fire Relief Association. She also <br />provided an update on the recent community -building TAC meeting. <br />Miller provided additional input on the most recent TAC meeting, noting that the final report will be <br />presented at a public open house meeting on October 2nd <br />7 <br />
