<br /> MINUTES <br /> CITY COUNCIL <br /> SEPTEMBER 9, 200) <br /> The Administrator felt that the majority of these deferred HIA assessments <br /> will be paid when the unit sells. The Administrator again noted that the <br /> City can set the criteria for payment of deferred HIA fees at its discretion. <br /> Again, the City will track the deferrals to ensure that the appropriate <br /> conditions exist for a deferral to continue. If not, the deferral will be <br /> withdrawn and the HIA fee become due. The Administrator noted that an <br /> agreement can be drafted and required to be signed by each property <br /> owner spelling out the conditions of a continuing deferral and when a <br /> defen•al would lapse. The Administrator further pointed out that HIA fees <br /> certified to property taxes this fall will have to run the full 15 years of the <br /> bond issue. <br /> Mr. McGraw introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2009-9-215 -APPROVING HIA FEE <br /> DEFERRALS AS RECOMMENDED BY THE CITY <br /> ADMIMSTRATOR SUBJECT TO THE PROPERTY OWNER <br /> ENTERING INTOANAGREEMENT WITH THE CITYOUTLINING <br /> THE TERMSAND CONDITIONS UNDER WHICHA DEFERRAL <br /> WILL CONTINUE AND/OR BECOME PAYABLE <br /> The foregoing resolution was duly seconded by Montour. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> RENTAL The City Administrator recommended an extension for completion of <br /> LICENSING rental housing inspections required under the Rental Licensing Ordinance <br /> PROGRAM until December 31, 2009. He noted that there was a delay in getting the <br /> inspection software finalized given the addition of cer-Cain inspection <br /> criteria. That software is now ready to go. The Administrator further <br /> noted that he is receiving calls from inspectors who are interested in <br /> getting licensed to do rental housing inspections in Little Canada. That <br /> licensing process will begin shortly, and noted the item later in the agenda <br /> relative to the licensing of inspectors. <br /> Mr. I3lesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2009-9-216 -EXTENDING THE DEADLINE <br /> FOR RENTAL HOUSING INSPECTIONS TO DECEMBER 31, 2009 <br /> AS RECOMMENDED BY THE CITYADMINISTRATOR <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (4). <br /> Nays (0).
