<br /> MINUTES <br /> CITY COUNCIL <br /> SEPTEMBER 9, 2009 <br /> RESOLUTION NO. 2009-9-210 -CERTIFYING THE 2010 DEBY <br /> LEVYAT ZERO DOLLARS <br /> The foregoing resolution was duly seconded by Blesener. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> The City Administrator reported that the City must certify its 2010 <br /> Preliminary Levy by September 15, 2009. The Preliminary Levy amount <br /> certified is the maximum that the City can certify in its Final Levy. The <br /> City has the opportunity between now and the time of Final Levy <br /> certification to reduce the levy. <br /> The Administrator again recommended Option 2 which would result in a <br /> Gross Levy increase of 4.98% and a Net I:,evy increase of 5.43%. The <br /> Administrator reported that this is at the low end of other Ramsey County <br /> cities are certifying as their Preliminary Levies. He again noted that the <br /> City has the opportunity to work toward reducing the levy amount for the <br /> Final Levy. <br /> Blesener pointed out that the Council has until tnid-December Co identify <br /> cost-saving measures, levy reductions, etc. Blesener indicated that <br /> Council Members should submit any suggestions they might have to the <br /> City staff for discussion at an upcoming Budget workshop. <br /> The Administrator noted that the City is not required to hold a'fruth In <br /> Taxation Hearing this year. The Fina12010 Budget will he considered for <br /> adoption at a Public Hearing to be scheduled in December. <br /> Mr. McGraw introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2009-9-211-ADOPTINGA 2010 PRELIMINARY <br /> BUDGET AS FOLLOWS: <br /> GENERAL FUND $2,354,661 <br /> CAPITAL IMPROVEMENT FUND $ 86,685 <br /> INFRASTRUCTURE FUND $ 157,200 <br /> GROSS LEVY $2,598,546 <br /> LESS FISCAL DISPARITIES $ 346,036 <br /> NET LEVY $2,252,5]0 <br /> The foregoing resolution was duly seconded by Blesener. <br /> Ayes (4). <br /> Nays (0).
