MINUTES

CITY COUNCIL
SEPTEMBER 9, 2009
sensitive to the issue of shot deer running into residential a~~eas. The
Administrator also noted that the MBRB hunters have to meet prof7ciency
testing and rank as a sharpshooter for the properties being considered for
Little Canada.
Keis stated that he appreciated Mr. Waite's comments noting that he raises
some valid points. Keis acknowledged that a shot deer will likely run, but
he noted that the MBRB will plan the hunt to try to control this problem.
Waite indicated that there are property owners against the deer hunt. He
opposed slaughtering deer in order to save a few plants.
PERSONNEL "the City Clerk reported that staff is proposing two amendments to the
POLICY Personnel Policy. The first increases the amount of tuition reimbursement
AMENDMENT to employees who take classes that will provide benefit to them in their
positions. The Cler]< noted that the reimbursement level has not been
increased for a number of years. The goal in setting the level has been to
provide reimbursement for the equivalent cost of two undergraduate
classes. Staff is recommending the amount be increased from $1,250 per
year to $2,500 per year.
The Council discussed the increase and the consensus was to not limit an
employee to the equivalent of two classes per year, but rather just establish
the maximum annual reimbursement at $2,500. There may be situations
where an employee could take more than two classes. It was noted that
the Personnel Policy states that tuition reimbursement is subject to
budgetary limitations.
`I"he Clerk noted that the second Personnel Policy amendment
recommended is to increase the number of emergency leave days that the
City Administrator has the authority to approve from two to ten. Any
number of days over that amount would need City Council approval.
Mr. Montour introduced the following resolution acid moved its adoption:
RESOLUTION NO. 2009-9-273 -APPROVING ANAMENDMENT
TO THE PERSONNEL POLICY INCREASING THE ANNUAL LIMIT
FOR TUITION REIMBURSEMENT TO $2,500 WITH THE
CLARIFICATION THAT THE POLICY DOES NOT IMPOSE A
SECONDARY LIMITATION ON THE NUMBER OF CLASSES THAT
AN EMPLOYEE CAN TAKE
The foregoing resolution was duly seconded by McGraw.
Ayes (4).
Nays (0). Resolution declared adopted.
9
