Montour <br /> stated that he was open to considering a program similar to Vadnais <br /> Heights', but felt that should wait until next year. Montour felt that <br /> Vadnais Heights did a good job with its regulations, but suggested that <br /> private hunts be limited to property owners hunting their own land. Keis <br /> pointed out the situation where a property owner may want to allow a <br /> nephew to hmit and stated that he would have no problem with that <br /> situation. Montour agreed that at a minimum proficiency testing should be <br /> required. <br /> McGraw stated that he thought the Vadnais Heights regulations were a <br /> good start and also liked Oakdale's #1 through #8. McGraw stated that if <br /> private hunts are allowed, he would support adding the requirements of <br /> proficiency testing as well as the class. McGraw felt the deer control <br /> program should proceed slowly and supported the controlled hunt by <br /> MBRB for this year. McGraw stated that he has received comments both <br /> pro and con on the issue. <br /> The City Administrator suggested that Little Canada could participate in <br /> the aerial deer count the County does in the winter to get a better idea of <br /> the number of deer in the City. <br /> Blesener pointed out that an issue like this one will have people on both <br /> sides. McGraw stated that he understood that, noting that he tends to lean <br /> with the people having the problem. Blesener pointed out that the DNK is <br /> allowing special hunts and allowing hunters to take as many deer as they <br /> waist. That alone shows there is a problem. <br /> The Comicil's position was to proceed with a controlled hunt by the <br /> MBRB this year and address the issue of private hunts next year. The City <br /> Administrator indicated that he would put a contract together with the <br /> MBRB and will bring it back to the Council for approval. <br /> Rocky Waite appeared before the Council and indicated that there are <br /> repellents that can be used to keep deer off property. Waite also expressed <br /> concern that a deer shot by a bow hunter will not die on the spot, but will <br /> travel for a while before dying. He noted that private property owners will <br /> find deer dying in their yards. Waite also commented on the shooting <br /> proficiency of the MBRB hunters. Waite indicated that the Ramsey <br /> County Sheriff's Department has informed him that there have been no <br /> deer/car accidents. Waite also expressed concern that the MBRB was <br /> selling these hunts to their members. Keis pointed out that that is not the <br /> case as evidenced in the brochure put out by the MBRB. <br /> "the City Administrator reported that the MBRB sets up a hunt plan to try <br /> to control how far the deer will run.
