MINUTES

Parks & Recreation Commission

October 1, 2009
Chair Fahey stated she will be unable to attend the November meeting. Morelan stated that
Sanders will be making the presentation for the Neighborhood Meeting.
OPTIONS FOR RECOGNITION OF LCRA
Morelan checked and found the cost to having a plaque made to recognize the Little Canada
Recreation Association would be approximately $75.00. Slain made a motion, seconded by
Steinert, that this commission recommend to the City Council to approve the expenditure of
this plaque in recognition of all the donations that the LCRA has made to the city parks,
including the recent Skate Park Motion carried 6-0.
Morelan also stated that an article could be written for the next LePetit Canadien newsletter
acknowledging and thanking the LCRA for the work and donations given to the city.
JACKSON STREET TRAIL -WELL SECURITY CAGES ON TRAIL
Sanders stated the well cages are in the middle of the trail in two locations. Sanders stated
the cages are providing security to the wells set up as part of our homeland security by the
St. Paul Water Department. He would recommend that the city change the fencing or plant
some shrubs around the cases as an immediate improvement to the cages, but would
recommend atie-in of funding for a revamping of the trail to go around the cages when au
overall upgrading of the North-South Trail is scheduled.
Morelan stated there are two wells now and they are planning to drill one more between
South Owasso Blvd and Country Drive. Currently there are infra-red lights on the cages to
make them visible, but commissioners commented that they are very unattractive and should
be upgraded. Morelan reported that he met with the City Engineer and the SC. Paul Water
Utilities representative to inquire about what could be done to replace the trail sections.
They had no problems with the city rerouting the trail around the cages but also did not
make any commitment to assist with the funding of any trail expenses, but did offer some
architectural assistance.
OTHER: The Fall Youth Activities Programs Registration Form for basketball and gymnastics were
distributed to the commissioners. Also handed out were the LCRA Adult Halloween flyer,
the Market Place Morning Talk flyer for October 14, 2009, and the October/November issue
of the Le Petit Cazzadien newsletter.
Morelan reported the soccer registrations are down fiom previous years, but still able to
form 4 teams for the fall leagues. Registrations are now being taken for basketball and the
fall gymnastics started this week with 13 participants.
Chair Fahey asked ifthere could be some improvements made to Pioneer Park with some
planters, similar to the ones located on Little Canada Road and the parking lot by St. John's
Church. Sanders said he would check into the cost of these planters or what else could be
done to improve the appearance of the park from Centerville Road.
