<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> OCTOBER 14, 2009 <br /> Waite then presented the Acme Get-A-Deer as an alternative to a hunt. <br /> Waite indicated that the device can be purchased for $50 and is a motion <br /> activated sprinkler system that will spray a deer with water if it happens <br /> upon someone's property. In addition to this, Waite felt there were other <br /> deer repellents that could be used. <br /> Vance Johnson, 304 County Road B-2, presented pictures of three deer <br /> that frequent his property. Johnson opposed the deer hunt. He felt the <br /> main issue is whether or not there are a surplus of deer in the City. <br /> Johnson contended that there were not. Johnson stated that the deer do eat <br /> foliage, but pointed out that there are plants that deer do not eat, and <br /> suggested that people could modify there gardens and plantings <br /> accordingly. <br /> Johnson took issue with continents made by John Moriarty at previous <br /> meetings that the deer herd travels back and forth across 694. Johnson <br /> stated That he has never seen a deer herd in the area, and only observed <br /> them in the Dakotas or western states. <br /> Johnson reported that he emailed former Council Member Allan relative to <br /> this issue and she indicated she had no problem with the deer aild noted <br /> that they lived in the area before she did. <br /> Johnson felt that the City should not take the word of a Ramsey County <br /> employee relative to there being a surplus of deer in the area. Johnson <br /> suggested that the City table action on this matter and contact the DNR to <br /> do a deer survey and find out if there is a surplus. Johnson also indicated <br /> that there are a number of repellents on the market that could be used to <br /> control deer rather than killing them. Johnson felt that deer hunting in the <br /> woods was very different than the controlled hunt being proposed. He felt <br /> shooting deer like targets was barbarian. He also indicated that he did not <br /> accept the testimony of John Moriarty. <br /> The City Administrator noted that the City requested that Mr. Moriarty <br /> make a presentation to the Council on this topic. He also noted that Mr. <br /> Moriarty is the expert in Ramsey County on this topic. Mr. Moriarty flies <br /> the County and conducts deer counts. As part of the fly-over this past <br /> winter, Mr. Moriarty observed Little Canada, but did not do an official <br /> count for all of the City because we did not ask to be included in the <br /> count. <br /> Dick Flipp, 431 Brooks Avenue, thanked the Council for taking action on <br /> this issue. Flipp indicated that he loves the deer, but felt there was a real <br /> issue with overpopulation resulting in public safety issues as well as <br /> property damage issues. Flipp reported that he has at least six deer in his <br /> yard each day. They have eaten plants, broken a bench, race through the <br /> 9 <br /> <br />
