MINUTES

Parks & Recreation Commission
November 5, 2009
IIe continued by explaining on chart #2 the proposed changes recommended by the
commissioners. (see attached Concept Plan 1) Ile stated these were just suggestions and
not by any means a f nal reconnnendation. I~Ie showed where the new proposed half-court
basketball court would be located. Sanders stated the basketball court was placed in an area
that was on higher ground and had better soil.
Sanders stated the new proposed walk paths will have access to the play area and would
circle around the center of the park The existing curb around the play area, along with the
existing lower shrubs and trees and grass areas would remain the same. There would be no
formal field area markings made for the ball field area.
The half-court basketball court would be a new addition to the park It is being proposed as
a half coma because this is a smaller neighborhood park. It has also been recommended to
have an adjustable backboard that could be lowered for younger children.
Chart #3 was a visual example of new equipment placed in the play area. The new
equipment proposed includes a play structure with slides and climbing bars and additional
swings and riding animals. The play area currently has a sand surface. Sanders is looking to
replace the surface of the play area with an ADA approved wood fiber or have part in sand
and part in a rubberized material. The new equipment would also meet ADA approval with
metal and plastic materials being used.
Vice Chair Steinwall then asked if there were any comments or questions from the audience
on the Thunder Bay Park suggested improvements. Jon Joriman, 3006 Ontario Road,
questioned where the money is coming from to make these improvements. Sanders
responded saying the total project has not been budgeted yet for 2010, but if recommended
by this Commission and approved by the City Council, it would be funded from the city's
Capital Improvement Pund or possibly from the Park Dedication Fund.
Joriman asked what the distance would be from the backstop to the post on the half court
basketball court and if the basketball court will have lighting. Sanders stated the distance is
160 feet and there is no lighting planned. Morelan added that according to the city ordinance
there should be no activity in the park Y2 hour after sunset so lightuig would not be
necessary.
Joriman commented that he frequents Pioneer Park and complimented on the cleanliness of
the park, but thought the "Thunder Bay Park was not cleaned as frequently and often is in
need of some trash maintenance when he visits the park. Morelan stated that the larger parks
often have scheduled functions and the city's park crew does daily maintenance at the larger
parks, whereas the smaller parks do not received daily cleanings.
"Tommy Oem, 3105 "Thunder Bay Road, a member of the Quest for Power group, suggested
having a full court basketball court instead of a %2 court. He thought by having a full court,
each half could be used for different age groups with the hoops set at different heights.
