MINUTES
Parks & Recreation Commission
November 5, 2009
Tom Pearson, residing at 3006 Thunder Bay Road, asked if the city would consider a play
area with pea gravel being used. Sanders said that pea gravel is not an ADA approved
substance. Sanders added that the wood fiber material would be wheelchair accessible.
Pearson suggested moving the walkway further back from the play area as someone could
potentially get hurt. He also suggested that the '/z court basketball court be extended out a
few feet longer for an extended playing court length.
Lisa LindquisT, the current teacher working with the Quest for Power group, commented that
she was very proud of the kids in the group for bringing this project to the Park & Recreation
Commission and for canvassing the local residents around Thunder Bay Park on the
placement of a basketball court in the park. Lindquist thanked the Park & Recreation
Commissioners for taking their idea and making a suggested plan for improvements for the
Thunder Bay Park.
Pearson asked if there would be more notices mailed for tiny future neighborhood meetings
on the suggested park improvement, or whether the project remains active or if it would he
cancelled. Morelan stated the city will not be mailing out any further notices of any
upcoming meeting. Morelan said the agendas for all Park & Recreation Commission
meetings and minutes of the meetings are available online on the city's website @
www.ci.little-canada.mn.us. If anyone would like to be included on the email list for the
Park & Recreation Commission agendas and minutes, they can leave their name with the
recording secretary or contact city hall Morelan stated any and all information on this
project would be included on the city's website.
Morelan stated he believes that the improved playground equipment will be presented to the
City Council for budgeting in 2010. The proposed basketball court will be an additional
request to the city for funding. Pearson asked if the residents would be assessed for any park
improvements. Morelan replied that residents are typically not assessed for park
improvements and stated, if approved, the funding would betaken from the Capitol
Improvement Pund.
Paul Merrill, 3022 Greenbrier, commented about the drainage in the park. He suggested that
the basketball court be moved further north in the park to avoid any future problems with
drainage raid then would not cut into the baseball field and green area. Sanders commented
that the basketball court could be located anywhere in the park as long as iY is visible from the
road and not set back into the wooded area of the park. Having visibility would make it
easily supervised and not located too close to any resident's home.
Pearson asked if the positioning of the basketball court, whether north and south or east and
west, made a difference with the sunset. Sanders stated that the north/south would be the
most preferred position because it would avoid the basketball hoop being in the afternoon
sun.
Lindquist commented that the Quest for Power group might be of some further use in
providing assistance in raising funds to build the basketball court.
