MINUTIJS
Parks & Recreation Commission
November 5, 2009
Co the commissioners. Also handed out were the Market Place Morning Talk flyer for
November 11, 2009, copy of email fiom Thunder Bay resident, and request letter from the
City of Saint Paul asking for a member to serve on the Design Task Force for Phalen-Keller
Regional Park Master Plan.
Lolmaugh expressed concern with some parents when the decision is made to cancel a youth
program because of lack of participation. Her concern was that many parents do not receive
the program registration forms if they are made before the school year begins. Morelan
agreed that it is disturbing to have to cancel a scheduled program for lack of participation
but stated it is published in the LePetite newsletter and website for parents to view. Morelan
also stated that the youth programs are fee based and the city does not try to generate money
from the youth programs.
Morelan discussed the request letter from the City of St. Paul saying they are looking for a
member from our Parks Commission to serve on their Task Force by providing
recommendations and guidance to work on the Master Plan for the Phalen-Keller Regional
Park. They plan to meet 3 to 4 times on a monthly basis for the next 3 to 4 months. Sullivan
volunteered to serve as representative on this committee. Morelan said he would contact
Ken Wehrle with Ramsey County Parks, and find out more information and send it on to
Sullivan. Morelan stated he might be able to attend some of the upcoming meetings of the
"Task Force, too, depending on which days they plan to schedule their meetings.
Sullivan asked when the path in Pioneer Park by the soccer field is scheduled to be fixed
Morelan had hoped to include that trail repair project with other trail paving projects, but
there were none scheduled. He said they will build up the pathway temporarily for the
winter months and next spring buildup the trail, repave the path and also possibly put in a
new culvert along that path.
Sanders reported that he and Morelan walked part of the Troutbrook Trail on this day with a
representative from both the St. Paul Water Department and National Park Service. Sanders
stated he found the trail quite interesting. Morelan stated that talks are scheduled Monday
with the Harambee School by Cub Foods to continue the proposed trail.
Maida volunteered for any public relations duties if needed during the day. Morelan
thanked him.
Morelan stated he would update the color-coded map of the Thunder Bay Park area with
comments and have it revised for the next meeting. He recommends the commissioners
decide on the project proposals for the playground area of the park at December meeting.
ADJOURN Upon motion by Maida, seconded by Lolmaugh, the meeting was adjourned at 8:40 p.m.
Respectfully submitted,
k*~~~ fl~,.,~
Dotty Norgard
Recording Secretary
