MINUTES OF THE WORKSHOP MF,ETING <br /> CITY COUNCIL <br /> LITTLE CANADA, MINNESOTA <br /> NOVEMBER 9, 2009 <br /> Pursuant to due call and notice thereof a workshop meeting of the City <br /> Council of Little Canada, Minnesota was convened on the 9th day of <br /> November, 2009 in the Council Chambers of the City Center located at <br /> 515 Little Canada Road in said City. <br /> Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br /> following members of the City Council were present at roll call: <br /> CITY COUNCIL: Mayor Mr. Bill Blesener <br /> Council Member Ms. Shelly Boss <br /> Council Member Mr. John Keis <br /> Council Member Mr. Mike McGraw <br /> ABSENT: Council Member Mr. Rick Montour <br /> ALSO PRF,SENT: City Administrator Mr. Joel R. Hanson <br /> Emer. Serv. Director Mr. Don Smiley <br /> Ramsey County Mr. Judd Freed <br /> <br /> EMERGENCY Don Smiley, City of Little Canada Emergency Services Director, and <br /> <br /> ACTION Judd Freed, Ramsey County Emergency Management/IIomelazid <br /> <br /> PLAN Security, appeared before the Council to review the City's Emergency <br /> Action Plan. <br /> Smiley began by providing the Council with an introduction to emergency <br /> management. He defined a number of terms: `Emergency Operations <br /> Center" (EOC) noting that it is a policy and decision making center for the <br /> city during times of large emergencies or disasters; "Emergency" any <br /> situation that threatens life and/or the economy and outside the normal <br /> ability of a jurisdiction to cope with; "Disaster" an emergency or <br /> confluence of emergencies that overwhehns all abilities of the jurisdiction <br /> to handle the event(s). It is a City-wide resource management center for <br /> the City during large emergencies and disasters. <br /> Smiley explained the EOC Interface noting that the on-scene commander <br /> (OSC) is generally responsible for coordination and control of speciftc <br /> activities at a particular incident site. The EOC is generally responsible <br /> for coordination and control of response to all incidents occurring within a <br /> community. Smiley noted that these functions can sometimes overlay and <br /> conflicts may arise. If a conflict develops, the F,OC, which has <br /> responsibility for the entire community, should prevail. <br /> <br />
