<br /> MINUTES <br /> CITY COUNCIL <br /> NOVEMBER 9, 2009 <br /> Smiley noted that an EOC is a protected site from which civil government <br /> officials exercise direction and control in an emergency. 'Phe roles and <br /> responsibilities of OCS and EOC must be defined in local emergency <br /> operations plans and clearly understood by everyone involved before an <br /> incident occurs. The goal of emergency management is to try to stop <br /> emergences before they become disasters! <br /> Ramsey County has aCounty-wide mitigate plan. Emergency mitigation <br /> looks at all hazards. Little Canada has adopted this plan with spccial <br /> provisions and details to address our community. State Rule 64, Section <br /> 109 spells out the requirements for what is to be included in an emergency <br /> plan. <br /> The County comes to community when emergency occurs, but does not <br /> control the situation. They will do what is asked of them. Ramsey County <br /> is completing a four year re-write of County Emergency Plan. <br /> Keis asked about multiple County disasters and how they would be <br /> handled. Mr. Freed coordinates for all communities, but each City's <br /> Emergency Manager will handle response for their community. The <br /> County will help to coordinate. Allocation decisions will be made for <br /> County resources. The County's Emergency Manager can be overruled by <br /> the County Manager. The County has no jurisdiction in our City if we <br /> don't ask for assistance. <br /> Emergency Managers meet monthly, and Smiley indicated that this was a <br /> close-knit group. <br /> Smiley then reviewed the Emergency Management Handbook for Local <br /> Government Officials, the County Emergency Operations Plan, and the <br /> Little Canada Emergency Action Plan. Smiley then reviewed the factors <br /> used to determine an Emergency Operations Center. <br /> Freed suggested ICS 700 courses may be a good option for elected <br /> officials to learn more about the emergency management process.
