MINUTES

CITY COUNCIL

NOVEMBER 23, 2009
not. McGraw felt that the Council had to listen to what the residents are
saying with regard to damage to yards, crops, trees, and traffic safety.
McGraw felt the deer numbers in the City are high, and he supported
staffls recommendation. He also indicated that he likes the deer, and
prefers to proceed slowly with this issue. McGraw felt that taking an
additional ] 0 deer will not hurt the herd.
Gagne noted that taking 10 deer from the current hunt area may not help
the property owners in his area. Montour pointed out that the hunt can
only proceed in areas large enough to support a hunt of this nature and
where the permission of property owners can be obtained. Blesener
suggested that once the fly over is done and should the City want to
proceed with a hunt in 201 I, it may be possible to identify and assemble
additional hunt areas.
Weisman again stated his opposition to the deer hunt and felt there were
alternative ways to controlling the population as well as devices such as
deer whistles to prevent traffic accidents.
Mr. Blesener introduced the following resolution and moved its adoption:
RESOLUTIONNO. 2009-11-284 -AUTHORIZING THE METRO
BOWHUNTERS RESOURCE BOARD TO TAKE UP TO AN
ADDITIONAL 10 DEER OVER THE 72 PREVIOUSLY
AUTHORIZED (TOTAL OF 22 DEER) DURING THE NOVEMBER
30TH AND DECEMBER IS' HUNT DATES, WITH THE COUNCIL
TO REVIEW WHETHER OR NOT TO PROCEED WITH THE THIRD
HUNT AT ITS DECEMBER 16, 2009 REGULAR COUNCIL
MEETING
The foregoing resolution was duly seconded by Boss.
Ayes (5).
Nays (0). Resolution declared adopted.
ELECTRONIC Blesener indicated that at the time the City adopted its Dynamic Sign
SIGN Ordinance, it took a very conservative approach to the regulation of
TIMING timing that sign messages can change. Section 903.110.C.3.d. states:
"No dynamic display shall change more than one time per ten (10)
minute period, except time and temperature displays which may
change once every three (3) seconds."
Blesener suggested that given the recent development of the CVS
Pharmacy and Culver's Restaurant, the City take another look at this issue.
Blesener pointed out that at the time the Code was adopted in 2007, the
12
