<br /> MINUTES <br /> CITY COUNCIL <br /> NOVEMBER 23, 2009 <br /> Cify was focusing on dynamic signs that would be along the freeway and <br /> the size of sign lettering and timing relative to freeway traffic speeds and <br /> safety. <br /> The City Administrator reviewed the table in the Council's agenda packet <br /> which compares the number of messages seen at various driver speeds and <br /> time intervals between messages. He suggested that he survey other <br /> communities relative to their current dynaniic sign ordinances, noting that <br /> at the time the City adopted its regulations this issue was fairly new. <br /> The Council also pointed out the issue of lettering size, noting that Little <br /> Canada requires a minimum letter size of 10 inches. The Administrator <br /> indicated that he would research both timing and lettering size as well as <br /> any other pertinent issues. <br /> The consensus of the Council was to revisit the dynamic sign issue and <br /> agreed that the Administrator should do some additional research and <br /> report back his findings. <br /> 2010 The City Administrator reported that staff will be conducting <br /> ASSESSMENT neighborhood meetings on proposed 2010 street improvement projects. <br /> RATE CAPS Based on the results of those meetings, staff will be bringing a <br /> recommendation for projects to be considered at improvement hearings. <br /> The Administt•ator then reviewed the City Engineer's memo dated <br /> November 19, 2009 relative to proposed 2010 assessment rate caps. In <br /> that memo the City Engineer noted improved predictions for the economy <br /> and is recommending a 3% increase in the maximum assessment rate to <br /> $59.71 per fi•ont foot for residential property and $121.73 per front foot for <br /> commercial property. He also recommends that the City return to the 125 <br /> foot maximum frontage for a single non-dividable lot. The Administrator <br /> pointed out the actions that were taken to hold the 2009 assessment rate at <br /> 2009 levels as well as reducing the 125 foot maximum to 100 feet. Those <br /> changes were made on a temporary basis given economic conditions at the <br /> time. <br /> Blesener agreed with the assessment changes as proposed noting that as <br /> the improvement process moves forward the Council can revisit the issue <br /> if it feels it is warranted to do so. <br /> Boss indicated that she would abstain from voting on the 2010 assessment <br /> rates as she lives on one of the streets that are being considered for <br /> improvement in 2010. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> 13 <br /> <br />
