<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> NOVEMBER 23, 2009 <br /> RESOLUTIONNO. 2009-11-28I -PROVIDINGR & S <br /> A UTOMOTIVE AN EXTENSION THROUGH DECEMBER 31, 2012 <br /> TO BRING THEIR PROPERTYAT 38 WOODLYNAVENUE INTO <br /> COMPLIANCE, AND INSTRUCTING CITYSTAFF TO FOREGO <br /> CODE ENFORCEMENT ON CURRENT NON-CONFORMING USES <br /> AT R & S UNTIL DECEMBER 31, 2012 <br /> "I"he foregoing resolution was duly seconded by Keis. <br /> Ayes (5). <br /> Nays (0). Kesolution declared adopted. <br /> COMMUNITY Blesener indicated that Cor Wilson, Executive Director, North Suburban <br /> ACCESS Cable Commission and CTV, was to be present this evening to request <br /> PRESERVATION the City's support of House Bill 3745, the Community Access <br /> ACT Preservation Act. However, due to illness, Ms. Wilson will not be present <br /> this evening and Council Member Montour will make the presentation. <br /> Montour reported that Little Ca~iada, along with 9 other cities, is a part of <br /> the North Suburban Cable Commission that provides public, educational, <br /> and government (PEG) cable television access to the public. Fees charged <br /> to Cable TV providers support PEG access. Montour reported that there <br /> has been pressure Co eliminate PEG access, and he indicated that there is <br /> currently a bill in the House of Kepresentatives to preserve PEG channels. <br /> Montour recommended that Little Canada support the passage of this bill <br /> as PE<i access provides an important service to Cable TV subscribers. It <br /> is through the City's Channel 16 (PEG access channel), that City Cowicil <br /> meetings are broadcast and other public information disseminated. <br /> Keis noted that one of the reasons for the push by Cable TV providers to <br /> eliminate the requirement to provide PEG access is that this same <br /> requirement is not made of dish and satellite TV providers. <br /> Montotu• also reported that the North Suburban Cable Commission <br /> (NSCC) will soon begin renegotiating the Cable TV franchise with <br /> Comcast. The issue of PEG access will definitely be a parC of those <br /> negotiations. <br /> Keis noted that CTV runs its own network on a PEG access channel, and <br /> asked if that network was injeopardy as well. Montour replied that all <br /> PEG chancels are injeopardy. <br /> The City Administrator noted that the City receives 5% of the franchise <br /> fee to support public access as well as a Cable TV scholarship program. <br /> The Administrator noted that the requirement for PE(i access by cable <br /> 7 <br /> <br />
