MINUT);S

Parks & Recreation Commission

December 3, 2009
Chair Fahey asked if the Thunder Bay Park improvements would be started in the spring of
2010. Morelan commented that it would probably be scheduled for that time if all the
monies were appropriated.
Chair Fahey asked if the '/z court basketball court would be the recommended size as it was
suggested at the neighborhood meeting to be enlarged to a 3/4 or full court. Sanders stated he
thought since this is a neighborhood park and smaller in size that a %z court size was
sufficient.
Slain asked if Sanders had addressed the trail concerns about the shrubs being too close to
the paths. Sanders stated that the paths were proposed to be ] 0 feet away from any shrubs or
trees and the paths would be cleared of any excess foliage.
Morelan stated he had emailed the city engineer with the park layout and had requested his
suggestions for drainage for the park in the event the project was approved. Sanders showed
the commissioners the few areas of concern with drainage in the par]<. He suggested either
putting in rain gardens or an excavated drain ]ine to have excess water flow north. Steinert
commented that the water table is high in that area, too. Sanders stated he chose one of the
higher ground areas for the proposed basketball court placement and also wants to have the
city engineer make some other recommendations.
L,olmaugh asked if the proposed basketball court would sink over the years because of the
drainage concerns. Sanders stated that it should be fine with the proper design and
specifications.
Slain made a motion to send a recommendation from the Parks Commissioners to the City
Council to appropriate funding for the Thunder Bay Park Improvements for fiscal year 2010,
to include the estimated costs of the play area equipment and improvements of $50,000, the
addition of the %z court basketball court at $10,000, and the proposed trail and grading
expenses of $15,000. Also, taking into consideration that the playground equipment might
be increased by 5% for 201.0, there also might be a cost savings to order the equipment yet
in 2009 and possibly utilizing the government purchasing program. Motion was seconded
by Steinwall. Motion carried.
Sanders showed proposals of playground equipment from three different manufacturers. He
stated the city has purchased items from a Minnesota based company, Landscape Structures,
in the past, but that all three companies were very competitive in pricing. Upon Steinwall's
question as to whether they have warranties on their equipment, Sanders stated they all have
good warranty programs. Steinert stated since all three companies were competitive in
pricing, that the decision of which company to use could be decided at a later date once the
fw7diug was appropriated. Slain made a motion that if the equipment was to be ordered yet
this year, that the commissioners would allow Morelan and Sanders to chose the company
they feel would be the best to use. Motion was seconded by Steinwall. Motion carried.
