He <br /> noted the improvements he made Co the building which added appeal for <br /> the City. Wagner stated Chat he did not want his hands tied in leasing out <br /> the building. <br /> Knudsen felt that a high intensity use would likely not be interested in this <br /> site. Knudsen pointed out that the City felt the listing was reasonable for <br /> the Hom Furniture store and should be reasonable for this property as <br /> well. He indicated that the list appears to provide flexibility for the <br /> proper•Yy owner in leasing out his building. <br /> Duray asked if the property owner identifies a use that is close to what is <br /> provided for on the list, if City staff would have the authority to allow that <br /> use in the building. The City Planner indicated that staff could be given <br /> this authority. If staff were to deny a use, the property owner would have <br /> the ability to appeal the decision to the Council, or apply for a PUD <br /> Amendment. Knudsen agreed that staff should be given this flexibility. <br /> The Planner indicated that such a provision could be added to Che PUD <br /> Agreement. <br /> Knudsen asked about the Planner's recommendation that no outdoor uses <br /> be allowed. The Planner indicated that all approved uses would have to <br /> occupy the building and not outdoor uses such as tent sales, etc. would be <br /> allowed in the parking lot. Wagner stated that he was agreeable to that. <br /> Barraclough asked the number of tenants that could occupy the building. <br /> Wagner replied that they have space for five additional tenants, noting that <br /> separate entrances were provided for each tenant. The City Planner noted <br /> that there is an approved comprehensive sign plan for this property. <br /> Wagner stated that each time he identifies a new tenant he does not wa~iC <br /> to keep coming back to the City for approval. Knudsen noted that this is <br /> the reason that the Cenant listing has been identified. <br /> Barraclough asked if there were any tenants thaC the City was not looking <br /> for. The City Planner indicated that the property does not have adequate <br /> parking for a restaurant nor for an indoor flea market. Wagner questioned <br /> why a flea market would not be allowed. The Planner noted that a flea <br /> market generates high parking demand. He noted that when the site meets <br /> parking requirements for office/warehouse uses, which are less intensive <br /> than retail uses. Wagner indicated that there is more parking on the site <br /> than is needed and there is ample parking for a flea market. Wagner <br /> indicated that a flea market with perhaps 40 ten by ten rental tables is no <br /> -3- <br /> <br />
