He indicated that it is very successful. The <br /> parking lot is limited in size and there are no parking problems. <br /> The City Clerk noted the City's requirement for Second Hand Uoods <br /> Dealers licensing, indicating that it would likely be necessary that each <br /> person leasing a flea market table would have to be licensed. <br /> Knudsen agreed that a flea market is too intensive of a use for this site. <br /> "fhe Planner again indicated that flea markets are high traffic generators. <br /> Knudsen noted that there is a disagreement on the issue of flea market <br /> between the Planning Commission and the property owner. Knudsen <br /> stated that flea market will not make the approved list this evening. <br /> Wagner pointed out the parking problems that existed with cars parking on <br /> the street and on neighboring properties on the weekends that Hom <br /> Furniture was having its clearance sales. Wagner stated that Hom is not a <br /> low intensity use. Wagner asked if the problem was a negative <br /> connotation for flea market. <br /> The City Clerk again pointed out the second hand goods licensing issue <br /> relative to a flea market with multiple vendors. Darin Reed asked if the <br /> City licenses consignment shops. The City Clerk replied that there is a <br /> consignment shop in the City and it does carry a second hand goods <br /> dealers license. <br /> Wagner reported that he would leave the issue of flea market for another <br /> day. <br /> Darin Reed asked if any retail use would be allowed at the site. Knudsen <br /> replied that not any retail use would be allowed, it would have to be a use <br /> from the approved list. The Planner noted that the Commission is <br /> suggesting that City staff have some latitude in approving uses based on <br /> their interpretation of the list. <br /> Duray noted that the list that is being proposed was approved for the Hom <br /> Furniture site and was based on property uses in the area, access to the <br /> area, and parking demand. <br /> -4- <br /> <br />
