<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> DECEMBER 16, 2009 <br /> has some reservations and was not confident that compliance would be <br /> achieved. <br /> It was suggested that if a 60-day extension is granted, that the property <br /> owner be required to meet with City staff in 30 days to review compliance <br /> efforts. Montour noted that removal of the inoperable vehicles could be <br /> easily done, and suggested that this as well as other easy compliance items <br /> be remedied before the 30-day meeting with staff. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2009-12-291-TABLING ACTION ON THE <br /> REVOCATION OF PUD PERMIT FOR 3151 COUNTRYDRIVE, <br /> TONY COSTANZO AND MARY FASCHING PROPERTY, AND <br /> CONTINUING THE REVOCATIONHEARZNG UNTIL FEBRUARY <br /> 24, 2010, WITH THE DIRECTION THAT THE PROPERTY OWNER <br /> MEET WITH CITY STAFF WITHIN 30 DAYS TO REPORT ON THE <br /> PROGRESS OF THE CLEAN-UP <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (3). <br /> Nays (1) Keis. Resolution declared adopted. <br /> 2010 BUDGET Mayor Blesener opened the Public Hearing to consider adoption of the <br /> 2010 Budget. <br /> The Finance Director presented the 2010 Budget noting that the proposed <br /> Gross Levy amount is $2,559,623, up from $2,457,331 in 2009 for a <br /> 3.41% Gross Levy increase. Fiscal disparities reductions results in a Net <br /> Levy amount of $2,213,587 for 2010, which is a 3.61 % Net Levy increase <br /> over 2009. <br /> The Director reported that for 2010, the City's tax rate will increase from <br /> 21.278% to 22.847% which is due to a combination of the levy increase as <br /> well as the drop in property values. This tax rate puts Little Canada at the <br /> 5°i lowest out of the 19 jurisdictions in Ramsey County. (We were 7°' in <br /> 2009!) <br /> The Director reported that over the past several months the City Council <br /> and City staff have been working to reduce budget needs. Some of the <br /> actions taken include the elimination of the contracted labor crew, staff <br /> attrition, modification to health insm~ance plans, Sheriff's Contract <br /> revisions, identification of additional revenues, and a 2010 wage fieeze for <br /> City employees. The Director noted the challenges to the City due to the <br /> State's actions with regard to Local Government Aid (LGA) both in <br /> 8 <br /> <br />
