Any amendment to the PUD Permit <br /> would require the site comply with the new standards. <br /> With regard to storage in the cold storage building, the City Administrator <br /> noted most anything other than vehicles could be stored in the cold storage <br /> building. Vehicles cannot be in the building given there is no concrete <br /> floor pursuant to the Building Code. <br /> Fasching felt that the condition of the property has improved, but agreed <br /> there is still more to do. She indicated that what is Left will not be very <br /> time consuming. <br /> Keis expressed concern that it has taken nine years to get the property <br /> owner to work on cleaning up the site. He indicated that he has no <br /> confidence that the project will be completed nor that the property <br /> condition will not deteriorate over the next several months. Keis asked <br /> why Fasching waited until the deadline to get this work done. Fasching <br /> replied that she has evicted one tenant and does not want to evict another. <br /> She felt that only a couple of weeks were needed to complete the clean up <br /> of the property. She indicated that most of the delay was due to financial <br /> issues. <br /> The City Administrator noted that MN Asphalt has moved most of their <br /> equipment from the site. He noted that this is the off season for asphalt <br /> work, and asked if the equipment will reappear in the spring. Fasching <br /> replied that it would not reappeat•. <br /> Montour noted from the pictures that MN Asphalt adds plows to its <br /> vehicles during the winter. He noted that now there are plows being <br /> stored on the property. Montour asked if these are being stored in the <br /> proper location. The City Administrator replied that they were not. He <br /> noted that MN Asphalt is not permitted outdoor storage. The PUD Permit <br /> for this property only allows outdoor storage for the roofing company and <br /> the electrical company. The Administrator explained the Code relative to <br /> the parking of pick-up trucks, and noted that commercial vehicles cannot <br /> take up required parking. Large trucks with plows are considered outdoor <br /> storage, and again, MN Asphalt is not authorized any outdoor storage on <br /> the site. These trucks cannot be parked inside the cold storage building as <br /> there is no concrete floor in the building. <br /> Blesener indicated that a ]ot of work has been done on the site, and he <br /> would like to continue to work with the property owner. The <br /> Administrator noted that the Council can act on the revocation, or extend <br /> the deadline for compliance. Blesener felt an additiona160 days should be <br /> provided.
