<br /> ANALYSIS <br /> The applicant is proposing 11 single family units on a 7.67 acre site. The plat includes <br /> six lots in block one, five lots in block two, and three outlots. The site is currently <br /> comprised of three parcels, two of which are within the City of Little Canada, totaling <br /> 5.42 acres. The southern triangular piece is within the City of Maplewood, totaling 2.24 <br /> acres. This piece contains a portion of four lots from Block 2, and the remainder has <br /> been designated as Outlot C. <br /> The homes in Block One will be located to the east of a north-south public street, Cherry <br /> Hill Lane. Outlots A and B are located to the west of Cherry Hill Lane. This street <br /> intersects with Woodland Drive, which is proposed to be a future outlet to the east and <br /> west. The homes in Block Two will be located to the south of Woodland Drive, along <br /> with Outlot C to be located to the south of the homes. <br /> A stormwater pond is proposed on Lots 1, 2, and 3, Block Two and crosses into the City <br /> of Maplewood. Two rain gardens are also proposed: one on the southern end of Outlot <br /> B, and the other on Lots 3 and 4, Block Two, completely within the City of Maplewood. <br /> The site is bordered by single family residential uses to the north, east, and west, and <br /> the City of Maplewood to the south. <br /> City of Maplewood. The City will need to coordinate with the City of Maplewood <br /> regarding the four lots proposed to be located in both jurisdictions. Issues revolving <br /> around plat approval, code enforcement, utility service, and taxes will need to be <br /> resolved through the Development Contract. <br /> The City's approval of a preliminary plat for these lots is conditional upon an agreement <br /> with Maplewood, since three of the lots would otherwise not meet the requirements of <br /> Little Canada's zoning ordinance. <br /> Lot Requirements and Setbacks. The underlying zoning of the site is R-1, Single <br /> Family Residential. The following chart illustrates the performance requirements for the <br /> R-1 District, as well as the minimum proposed for the project. Note: Lots 2, 3, 4, and 5, <br /> Block 2 are located within both the City of Little Canada and Maplewood.
