Regarding the request for approval of an 11 lot single family development located at <br /> <br /> 2966 Labore Road, staff recommends approval of the request for Preliminary Plat, <br /> subject to the following conditions: <br /> 1. Outlot C should be planned so that upon final plat, the lot lines of Lots 3, 4, <br /> and 5 of Block 2 extend through the entire parcel, eliminating Outlot C. <br /> (Since this area is currently within the Maplewood boundary, these <br /> suggestions are advisory for the preliminary plat). <br /> a. A conservation easement shall be placed over the southern portion of the <br /> property to preserve the open space adjoining the large wetland area. <br /> b. Conservation easements should typically be marked and signed with <br /> markers that meet the requirements of the Watershed District. <br /> c. Appropriate easements for drainage and utilities would be necessary. <br /> 2. Development Contract shall specify the owners and maintenance details of <br /> the Outlots. <br /> 3. Landscape Plan shall be updated to include landscaping surrounding the <br /> pond on Lots 1, 2, and 3, Block 2. <br /> 4. Every effort should be made to preserve as many trees as possible. <br /> 5. The Development Contract shall clarify the final resolution of the jurisdiction <br /> issues between the City of Little Canada and Maplewood, concerning plat <br /> approval, code enforcement, utility services, and taxing. <br /> 6. The temporary cul-de-sac and stub road shall be indicated on the final plat. <br /> 7.
