<br /> MINUTES <br /> <br /> PLANNING COMMISSION <br /> <br /> JANUARY 14, 2010 <br /> Himmelbach properties that are needed for the utility connections. Once <br /> those appraisals are obtained, the City would sit down with the property <br /> owners to negotiate easement acquisition. <br /> Battista asked if he donates the laird if he could defer utility costs until his <br /> property is sold. Battista again asked if there will be traffic on his land. If <br /> so, he asked if he could put up a road block. Battista stated that he wanted <br /> to protect his back yard from traffic. <br /> The City Planner indicated that the City's initial interest is in utility <br /> comiections and not to consh•uct a street. The Planner pointed out that <br /> eventually there will be a street connection, but that is a long teen goal <br /> versus the short term goal of a utility connection. The City Planner also <br /> indicated that private citizens cannot put up road blocks. <br /> Battista reported that his Kohlman Labe neighbors are concerned about <br /> increased traffic through their neighborhood once development goes <br /> through. The City Planner replied that when a street connection carries <br /> through to the Beam/Kohhnan area, that street will likely serve <br /> neighborhood traffic. The Plaimer felt it most likely that Gervais Woods <br /> traffic would utilize the LaBore Road connection. <br /> Duray pointed out that once appraisals are received, City staff will try to <br /> negotiate the purchase of property with Mr. Himmelbach and Mr. Battista. <br /> Battista noted that he is not comiected to City water, but has to pay a <br /> quarterly availability fee to the City. Battista expressed concern that a <br /> new street abutting 400 feet of his property will generate additional utility <br /> fees to him for services that he is not utilizing. Duray stated that some of <br /> the issues being raised by Mr. Battista cannot be answered by the <br /> Commission, and suggested he raise these issues with the City <br /> Administrator and/or City Council. <br /> "the City Planner pointed out that once the City has the appraisal <br /> information on the Himmelbach and Battista properties, that information <br /> will be used to negotiate the purchase of property needed for utility <br /> purposes. <br /> Tom Roycraft, 2910 Arcade Street, asked about the Gervais Woods <br /> proposal. Duray explained the 11 lot single-family development being <br /> proposed. Roycraft asked if street access would extend to Arcade Street. <br /> The City Planner indicated that it was previously determined that access to <br /> Arcade Street was not feasible. Access to the west will eventually be to <br /> the Beam Avenue and Kohlman Lane area. <br /> Roycraft asked about fill. Molstad described the f 11 that would be needed, <br /> noting that the road would following the ridge grade coming down the hill. <br /> -6- <br /> <br />
