MINUTES <br /> <br /> PLANNING COMMISSION <br /> <br /> JANUARY 14, 201.0 <br /> RoycralY asked if there would be any loss of wetland. Molstad replied that <br /> there would not. Roycraft asked about a homeowners association. <br /> Hanson replied that there would be an association to maintain the <br /> monument sign and adjacent plantings. Roycraft stated that he would like <br /> to see a developer who is in for the long haul, and did not feel the previous <br /> developer was. <br /> Roycraft reported that he has raised concerns about the condition of the <br /> Battista property adjacent to his property with City staff. Roycraft <br /> indicated that this property is full of garbage and is causing sink holes on <br /> his property. Roycraft requested that this situation be addressed. <br /> At this point in the meeting, there was no one else ti•om the general public <br /> wishing to comment further. <br /> Duray felt the Gervais Woods plat as proposed was an improvement from <br /> the previous proposal. Duray stated that he lilted the reduction in density, <br /> the way the developer has addressed the concerns of the neighborhood, <br /> proposed improvements to water quality and increased tree preservation. <br /> Duray felt that the developer was a quality developer and noted that he has <br /> been in business for a long time. <br /> Everson asked if there was agreement to comply with the <br /> recommendations of the City Engineer. I-Ianson reported that they are in <br /> agreement with both the City Planner's and City Engineer's <br /> recommendations, but noted their modification eliminating Outlot C <br /> which essentially satisfied fl1e Planner's first reeonnneudation. <br /> Jon Hall stated that he thought there would be more concern on the part of <br /> the neighbors with this proposal. Since there is not, Hall indicated that he <br /> is more comfortable with the proposal. Hall indicated that personally, he <br /> feels the developer is shoehorning in a development into a small area. <br /> Hall stated that the density feels like too much for the area. He again <br /> noted that the lack of neighborhood concerns makes him more <br /> comfortable with the proposal. <br /> Duray felt that the reduction in density was quite a bit from the previous <br /> proposal. Duray stated that he appreciated this reduction and the fact that <br /> the developer has listened to the neighborhood concerns. <br /> Fischer asked about the logistics of home development. Hanson reported <br /> that they will first construct the model home on the corner, and will then <br /> construct 2 or 3 spec houses. Hanson felt this was a little different <br /> approach fi•om how most developers do it. However, his rational was that <br /> some people would rather look at a finished home and purchase it rather <br /> than wait for it to be constructed. <br /> -7- <br /> <br />
