<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 13, 2010 <br /> reported that he informed RJ Marco that this may be able to be done <br /> subject To an agreed to document the relationship. The Administrator <br /> suggested asix-month agreement with RJ Marco. <br /> RICE/36 The City Administrator indicated that as part of the Rice StreeT/Highway <br /> BRIDGE/ROAD 36 Bridge and Road Project, the City of Roseville would like to bury <br /> PROJECT the power lines along Rice Sheet. The proposal is that Little Canada share <br /> in This cost even though the power lines are on Roseville's side of the <br /> street. The Adminisri•ator indicated that because the line burial benefits <br /> both cities equally, staff is recommending a 50/50 split of the costs. The <br /> Administrator reported that initially Xcel Energy estimated the cost at over <br /> $2 million to bury the power lines from Highway 36 north to County Road <br /> B-2. However, a designer took a closer look and estimated the work at <br /> $574,300. 'There would be some additional costs relative to easements <br /> necessary for transfer switches and other equipment. "The Administrator <br /> reported That if the Council is agreeable with participating in the cost To <br /> bury the power lines, the next step would be To identify how the City will <br /> pay its share. Options include using the Infrastructure Fund and/or <br /> adjusting the City's franchise fee. The consensus of the Council was to <br /> pursue burying the power lines. <br /> The Adminish•ator reported that another issue with this project is whether <br /> or not to assess the cost of street reconstruction improvements. The <br /> Administrator reported that the Cities of Maplewood and Roseville will be <br /> assessing some of these costs. Little Canada's share cost of Rice Sheet <br /> reconstruction is roughly $300,000 (not including burying the power <br /> lines). If the Council is supportive of assessing along this major street, the <br /> Administrator recommended that the City F,ngineer be authorized to <br /> prepare a feasibility study. The Administrator suggested an improvement <br /> hearing be held in February. <br /> Keis noted that if reconstruction costs are assessed along this portion of <br /> Rice Street, The City will have to follow that same policy when the <br /> remainder of Rice Street is improved. <br /> The City Administrator indicated that he will schedule 429 proceedings on <br /> an upcoming Council agenda. <br /> 2010 BUllGET Given the limited Time left this evening for discussion, the City <br /> Adminish•ator recommended that the Council schedule another <br /> Information Update Workshop to discuss the 2010 BudgeT as well as deer <br /> control options. This action will betaken at this evening's regular Council <br /> meeting. <br /> 5 <br /> <br />
