<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY l3, 2010 <br /> The Administrator also reported on the need for the City to change out its <br /> analog telephone system in order to save money. The goal would be to <br /> utilize IP telephony. "the fiber system proposed by Roseville could be <br /> used for this system, as could the I-Net. Again, if the I-Net goes away, the <br /> Roseville fiber system would be in place. <br /> Montour noted that the cable system is the 1-Net (institutional network) <br /> and the Roseville fiber system would be the Metro I-Net. Montour <br /> indicated that Roseville has a good fiber base in place. He noted flrat <br /> should Comcast demand high prices for the use of the I-Net as part of the <br /> cable fi~anchise negotiations, the City would have the Metro I-Net to fall <br /> back on. Montour reported that the City of St. Paul and Ramsey County <br /> are looking at developing fiber systems, but these are still in the discussion <br /> phases. <br /> The Council indicated their support for participation in the fiber <br /> connection with Roseville. <br /> PROPERTY The City Administrator reported that he met with Larry and Paul Abdo <br /> DEVELOPMENT relative to a development concept they are proposing for one of the <br /> AT City's parcels on Rice Street and Viking Drive. The Administrator <br /> HIGHWAY 36 reported that the project would consist of a small retail center with sub <br /> & RICE STREET shop as a potential tenant. "I'he Abdo's have indicated that they would <br /> want 75% of the space leased before they would begin construction. Their <br /> proposal also includes the City taking an equity position in the project <br /> through the contribution of our land value. The Administrator presented a <br /> project cost estimate which he reviewed in detail and noted this type of <br /> arrangement has been made by other cities. The Administrator asked if <br /> the Council was interested in having Ehlers & Associates do a preliminary <br /> review of the numbers. <br /> Keis expressed some concern with the perception that flee City may be <br /> favoring developers, and there was some discussion of other projects <br /> where the City has partnered with developers that have had a proven track <br /> record in Little Canada. <br /> The Council expressed some hesitation relative to the Abdo proposal, but <br /> indicated that the City Administrator should have Ehlers & Associates <br /> review the proposal and lay out the pros and cons. The Administrator also <br /> noted that the property in question is a TIF Disteict, therefore, the City can <br /> recover some of its costs relative to this analysis. <br /> The City Administrator also reported that RJ Marco has expressed interest <br /> in the smaller parcel on Viking Drive that is adjacent to their property and <br /> would like to construct a small retail center. They would like permission <br /> to erect a "real estate available" sign on the property. The Administrator <br /> 4 <br /> <br />
