MINUTES
CITY COUNCIL

JANUARY 13, 2010
RESOLUTION NO. 2010-I-I4 -AUTHORIZING BLAKE DAMS TO
PROCEED WITHTHEAPPRAISAL OFINFRASTRUCTURE
CONNECTIONS TO SERVE GERVAIS WODDS AS
RECOMMENDED BY THE CITYADMINISTRATOR
The foregoing resolution was duly seconded by McGraw.
Ayes (5).
Nays (0). Resolution declared adopted.
PURCHASE The Public Works Superintendent reviewed his report dated January 5,
OF FRONT 2010 recommending the purchase of a Caterpillar 924H front end loader
END LOADER to replace the City's 1993 Caterpillar front end loader. The
Superintendent reported that the current loader is 16 years old, was
refurbished in 2003 and is in need of $17,300 in repairs. This is a crucial
piece of equipment to the City's year-round public works operations,
which the Superintendent explained in detail. The SuperintendenT
reported that Ziegler has offered the City $17,500 in trade in value for the
1993 loader. Intimated cost of the new loader, minus the trade in value
and including sales tax is $112,629.15. The loader would be purchased
through the State Contract.
Blesener asked the estimated life for the new loader. The Superintendent
felt that the City would easily get 15 years of life from this piece of
equipment. Blesener asked for an explanation of the options that are
included with the loader, which the Superintendent provided. One point
of discussion was the 5 year/5,000 hour Total Plus Warranty at a cost of
$3,970.00. In discussing this option, it was the Council's consensus that
the Warranty was not needed, the loader comes with cone-year warranty
and typically if something goes wrong with this type of equipment it
happens within the first year.
Keis asked if the budget can accommodate this purchase. The City
Administ~•ator reported that the purchase is part of the 2010 Capital
Improvement Fund and there are adequate dollars in that Fund to pay for
the loader. The Administrator noted that the Council has approved the
2010 Capital Improvement Fund; however, given the State's Budget
dilemma, all CIP purchases will be brought back to the Council for review
and approval. The Administrator noted that the future replacement of the
Fire Department ladder truck may be an upcoming discussion point given
the cost of this piece of equipment.
Boss asked if there are any lightly used loaders available on the market.
The Superintendent reported that there are not nor are there any demo
loaders available.
9
