<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 27, 2010 <br /> Mr. McGraw introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2010-1-30 -APPROVING THE 2010 ANIMAL <br /> CONTROL CONTRACT AS RECOMMENDED BY THE CITY <br /> ADMINISTRATOR AND AUTIORIZING THE MAYOR AND CITY <br /> ADMINISTRATOR TO EXECUTE ON BEHALF OF THE CITY <br /> The foregoing resolution was duly seconded by Blesener. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> TOBACCO The City Clerk reported that the Ramsey Tobacco Coalition Program has <br /> ORllINANCE indicated that the City's tobacco fines do not meet the required State <br /> minimums. These are fines to business owners to the sale of tobacco <br /> products to minors. The Clerk noted that it is the fine for the third <br /> violation that is less than State minimum. The Clerk further pointed out <br /> that given the progression between fines, the Council may want to <br /> consider a further adjustment of the tobacco fine schedule. <br /> The Council discussed this issue in detail and asked staff to provide <br /> additional information on the fines being charged by surrounding cities as <br /> well as the City's f nes relative to alcohol violations. 'fhe Clerk pointed <br /> out that tobacco fines are mandatory under State Law, however, the City <br /> has discretion in applying fines for the sale of alcohol to minors. Staff <br /> indicated that it would provide a detailed comparison to the Council at an <br /> upcoming Council meeting. <br /> 2905 The City Administrator reported that Temo Sunrooms, 2905 Country <br /> COUNTRY Drive, has an unpaid developer deposit balance of $1,409.95. The <br /> DRIVE - property owner has been invoiced on three occasions a~~d was informed <br /> CERTIFY that failure to pay would result in the unpaid balance being certified to <br /> DELINQUENT the County for collection with property taxes. The City Administrator <br /> DEVELOPER recommended the approval of this certification, plus a $25 certification <br /> llEPOSIT fee, to the County for collection with 2010 property taxes. The <br /> Administrator noted that this property has recently been listed for sale, so <br /> certification will ensure that the City collects this unpaid balance. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-1-31-AUTHORIZING THE <br /> CERTIFICATION OF $1,434.95 IN UNPAID DEVELOPER DEPOSIT <br /> BALANCE FOR 2905 COUNTRYDRIVE TO RAMSEYCOUNTY <br /> FOR COLLECTION WITH 2010 PROPERTY TAXES <br /> 10 <br /> <br />
