<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> JANUARY 27, 2010 <br /> <br /> WOODS Development of MN. "1 he Mayor noted that the City Planner, City <br /> Engineer, and the Planning Commission have recommended approval of <br /> the Preliminary Plat subject to conditions. <br /> "the City Planner reviewed the history of the property noting the previous <br /> development proposal that consisted of 16single-family lots along both <br /> sides of a street extending into the property. Three of these lots were <br /> proposed to be located in the City of Maplewood. After negotiation by the <br /> City Council with the developer, this proposed development (Richie <br /> Place) provided for future east and west street connections. The Planner <br /> noted that the Preliminary Plat approval for Richie Place has lapsed, and <br /> that developer is no longer involved with this property. <br /> The Planner reviewed the Gervais Woods Preliminary Plat, under <br /> consideration this evening. This plat consists of 11 lots on asingle-loaded <br /> street that curves through the property. East and west road extensions <br /> have been provided with temporary turn-arounds at the end of each <br /> connection as required by the City Engineer. There is some vacant <br /> landscaped area along the west side of the street. Four of the lots have <br /> backyard areas in Maplewood, but all houses will be located in Little <br /> Canada. There will be some issues for the two cities to work out relative <br /> to this situation. The City Planner reported that City staff is <br /> recommending approval of the Preliminary Plat subject to compliance <br /> with a number of planning and engineering conditions. The Planner noted <br /> that his recommendation relative to proposed Outlot C has been addressed <br /> by the developer through a reconfiguration of lot lines. The remaining <br /> Outlot C is located in the City of Maplewood and will be sold to the <br /> adjacent property owner in Maplewood. <br /> The City Administrator reported that a couple of years ago the City <br /> extended sewer and water up through the Kuhlman Lane area with the <br /> potential to extend these utilities across the Battista and Himmelbach <br /> properties and then to the propei•Cy under consideration this evening. This <br /> will allow the developer of Gervais Woods to avoid the installation of a <br /> lift station. The developer is agreeable to contribute an amount equivalent <br /> to lifC station construction to offset the cost of extending these utilities to <br /> the proposed Gervais Woods development. <br /> The Administrator noted the recommendation of the Parks & Recreation <br /> Commission for an easement between two lots for pedestrian/trail access <br /> from the development to the wetland area. "the developer is agreeable to <br /> providing this easement. <br /> Nathan Fair, Landmark Development of Minnesota and Hanson Builders, <br /> appeared before the Council relative to the proposed Gervais Woods <br /> Preliminary Plat.
