MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 27, 2010 <br /> Upon motion by McGraw, seconded by Keis, the public hearing was <br /> closed. <br /> Ms. Boss introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-1-27 -AMENDING TIIE ZONING CODE <br /> RELATIVE TO CHAPTER 903.110, REGULATION OF DYNAMIC <br /> SIGNS, AS RECOMMENDED BY THE CITY PLANNER AND THE <br /> PLANNING COMMISSION <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> VOUCIERS Mr. McGraw introduced the following resolution and moved its adoption: <br /> RESOLUTIONNO 2010-1-28 -APPROVING THE VOUCHERS <br /> The foregoing resolution was duly seconded by Keis. <br /> Ayes (4) <br /> Nays (0). Resolution declared adopted. <br /> FLOODPLAIN The City Planner reviewed his report dated January 21, 2010 regarding the <br /> ORDINANCE Federal Emergency Management Agency's (FEMA) update of its Flood <br /> Insurance Rate Maps (FIRM) which will become effective on June 4, <br /> 2010. The Planner reported that in order Co remain participants in the <br /> National Flood Insurance Program (NFIP), the City must update/revise the <br /> existing floodplain ordinance and adopt the following by June 4, 2010: <br /> FIRM Panels; <br /> Flood Insurance Study (FIS) report for Ramsey County; <br /> NFIP Regulations. <br /> The Planner noted that the DNR is administering this program. The <br /> Planner indicated that he did a comparison of the City's existing <br /> Floodplain Ordinance and the Model Ordinance submitted by DNR. It <br /> was the City Plaimer's recommendation that the City utilize the DNR <br /> model, while making some modifications to fit Little Canada. This would <br /> be done and then presented to both the Plamzing Commission and the City <br /> Council for review. The Planner requested that the City Council authorize <br /> him to prepare the Floodplain Ordinance draft. <br /> The City Administrator noted that the new FIRM maps will alleviate a <br /> number of problems that property owners are having when obtaining <br /> mortgages.
