<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 27, 2010 <br /> required to obtain flood insurance when they are not located in a flood <br /> zone. The adoption of the new ordinance and then the City's subsequent <br /> ability to utilize the new FIRM maps will resolve issues like this. <br /> It was the consensus of the Council to authorize the City Planner to <br /> prepare a draft Floodplain Ordinance for the Planning Commission's and <br /> Council's review. <br /> COMP PLAN The City Planner reported that the Mayor, City Administrator, and he have <br /> UPllATE been working with the Metropolitan Council to negotiate changes to the <br /> 2030 housing forecasts as determined by the Met Council. Based on those <br /> negotiations, the City has agreed to modify its housing counts as outlined <br /> in the Comp Plan Update by indicating its willingness to consider mixed- <br /> use redevelopment in commercial areas. The Planner noted that the Met <br /> Council has no zoning authority; therefore, cannot require that this mixed <br /> use development occur. Met Council's primary method of enforcement is <br /> through plat monitoring, however, Littile Canada is not part of their plat <br /> monitoring system. <br /> The Planner indicated that he has been attempting to finalize the Comp <br /> Plan Update, andjust learned that there have been some staffing changes <br /> at the Met Council He will continue his efforts to finalize the update, and <br /> noted that final documents have been submitted. <br /> CALL FOR The City Planner reviewed his report dated January 27, 2010 relative to <br /> PUBLIC feasibility of considering the rezoning of the triangular area at County <br /> HEARING- Road C/Jackson Street/Little Canada Road to Planned Unit Development <br /> REZONING (PIJD). The Planner noted the possibility that Poolside will request the <br /> TO PUD- City consider the rezoning of their property to PUD in an attempt to <br /> COUNTY C/ address some code compliance issues on their property. Poolside may <br /> JACKSON/ be seeking interim outdoor storage that will eventually transition into <br /> LITTLE anew building on the site. Poolside would eventually clean up their site <br /> CANADA and be in full compliance. <br /> ROAD <br /> The Planner indicated in reviewing the larger area, it was his feeling that <br /> the Council may want to consider rezoning the triangular site lying <br /> between County Road C/Jackson Street/Little Canada Road as PUD <br /> concw•rently with the Poolside property. This area is currently zoned <br /> General Business (B-3). Blesener asked if this would give the City more <br /> options to consider if a development is proposed in this area. The Planner <br /> replied that a PUD zoning would allow the City to consider other uses <br /> than just B-3. <br /> Blesener stated his position against allowing any more outdoor storage and <br /> noted the history of the Poolside property and the fact that Poolside has <br /> 8 <br /> <br />
