<br /> MINUT>JS <br /> <br /> CITY COiINCIL <br /> <br /> JANUARY 2.5, 201.0 <br /> The City Administrator pointed out that the City notified the townhome <br /> association of the pending improvement, and by assessing the common <br /> property, the association can determine how the assessment is allocated <br /> among the individual townhomes. The Administrator pointed out that <br /> Parkview Court is a City street, and at the time that street needs <br /> improvements, the association would be notified of the pending <br /> improvement as well. The Administrator did stated, however, that the <br /> City can take a look at the equity issue raised by the townhome owners. <br /> One property owner was concerned about the depth of the holding pond <br /> given these can be an attractive nuisance to children. The City Engineer <br /> replied that the depth will depend on how large the pond will be. The <br /> project has not yet been designed at this point. The Engineer also noted <br /> that the pond will be a "dry pond" in that water should drain out fairly <br /> quickly after a storm event. Blesener noted that the City has had no <br /> problems with any of the ponds in its parks. <br /> One property owner as]<ed about putting the pond, or a portion of it, on her <br /> property in order to save trees on the park property. The City Engineer <br /> stated that this is an option that may be able to be worked out. I Ie noted <br /> that the trees provide a nice buffer to the neighboring property. An <br /> easement would be necessary from the property owner for this pond <br /> location. <br /> Blesener noted that if the improvement is ordered, the City Engineer <br /> would proceed with designing the project and putting it out for bids. The <br /> City Adminish~ator indicated that the project could be ordered contingent <br /> upon bids. Once bids are received, the City would then have property <br /> owners in to review the costs. The Administrator reported that at the same <br /> time, the Council could review with the owners of Parkview Court <br /> townhomes various assessment options for the .Tackson Street <br /> improvement. <br /> At this point in the meeting the City Engineer reviewed issues relative to <br /> the improvement of Bryan Street. He noted the option of a 28-foot versus <br /> 24-foot pavement width. There would be one or two trees that would need <br /> to be removed under the 28-foot option. It may be possible to save a large <br /> oak tree under the 24-foot option, however, that is questionable. McGraw <br /> asked whose responsibility it will be to take the tree down if it does not <br /> make it. The City Administrator indicated that the City could assume <br /> responsibility for the tree. <br /> Blesener noted some of the streets in Maplewood have a narrower <br /> pavement with parking bays on one side. He suggested this might be au <br /> option to consider allowing fora 28-foot pavement width in the areas <br /> where the parking bays are located and 24-foot width in the areas where <br /> 4 <br /> <br />
